The average annual value of government goods and services procurement, which reaches Rp1,200 trillion, represents a massive economic force that determines the effectiveness of state spending and opens vast opportunities for national businesses. To address this need, the National Procurement Agency (LKPP) and PT Jaminan Kredit Indonesia (Jamkrino) are strengthening their synergy through the utilisation of guarantee services within the government procurement ecosystem. This cooperation was marked by the signing of a Memorandum of Understanding (MoU) on the Utilisation of Guarantee Services by the Head of LKPP, Sarah Sadiqa, and the President Director of Jamkrindo, Abdul Bari, at the LKPP Building, Jakarta, on Tuesday (8/9). The signing was witnessed by the Chairman of Commission XI of the Indonesian House of Representatives (DPR RI), Mukhamad Misbakhun.

Head of LKPP, Sarah Sadiqa, stated that the government procurement value, averaging Rp1,200 trillion annually, has a significant leverage on the national economy. Therefore, every instance of government spending must yield maximum benefits for the public. “With such a large procurement value, every rupiah spent by the government must be managed accountably, transparently, and effectively, while delivering the best value for the community,” said Sarah.

She added that the large scale of government procurement demands the development of a more credible, inclusive, and efficient ecosystem. The government cannot work alone and requires collaboration between regulators, the legislature, business actors, and all stakeholders.

Digital Transformation

Collaboration with Jamkrindo is part of the effort to strengthen the digital transformation of government goods and services procurement. One of the scopes of this cooperation is the host-to-host system interconnection, which is expected to make guarantee services easier, faster, transparent, and integrated.

For business actors, particularly Micro, Small, and Medium Enterprises (MSMEs), certainty in guarantee services is a crucial factor in increasing their participation in government projects. Many businesses possess the capability to provide goods and services but face limited access to financial instruments and guarantee requirements. Sarah hopes this collaboration can expand the space for MSME participation in the government supply chain. “This MoU is a concrete step to strengthen trust, provide certainty, and improve the quality of government procurement governance. More importantly, this collaboration must open up as much space as possible for MSMEs to participate,” she said.

According to Sarah, the more MSMEs are involved in government procurement, the greater the impact on strengthening business capacity, expanding access to financing, creating jobs, and ensuring equitable economic growth.

Meeting Two Mandates

President Director of Jamkrindo, Abdul Bari, stated that this cooperation brings together two important mandates. LKPP builds an effective, efficient, transparent, and accountable procurement system, while Jamkrindo provides guarantee services to strengthen financial accessibility and the capacity of business actors. “The synergy of these two mandates can create a multiplier effect for the national economy,” said Abdul Bari.

The MoU covers three main areas: the use of Jamkrindo’s host-to-host interconnection services to support electronic procurement through applications managed by LKPP, the utilisation of guarantee services, and the dissemination of information through publications, seminars, training, and workshops.

In government procurement, guarantees hold a strategic position as an instrument of trust. The government requires certainty that providers can meet contractual obligations, while business actors need instruments that help them meet requirements and manage risks. Jamkrindo possesses suretyship products that can be used as guarantee instruments in the execution of goods and services procurement. These services are expected to not only ensure project smoothness but also expand business access to the government procurement market.

Moving forward, the cooperation between LKPP and Jamkrindo will be translated into more concrete cooperation agreements. Both parties will also conduct regular monitoring and evaluation to ensure implementation aligns with their objectives. Abdul Bari expressed hope that this collaboration would extend beyond the institutional relationship between LKPP and Jamkrindo. “We hope this collaboration evolves more broadly, not just as a bilateral relationship between LKPP and Jamkrindo, but as a collaborative ecosystem that provides real benefits for strengthening the government procurement ecosystem and national economic growth.”

Strengthening Economic Resilience

The Chairman of Commission XI of the DPR RI, Mukhamad Misbakhun, assessed that this collaboration could strengthen national economic resilience, particularly through the capacity building of MSMEs. “The collaboration between LKPP and Jamkrindo is a concrete effort to strengthen national economic resilience and encourage MSMEs to grow from small businesses into larger business actors,” said Misbakhun.

With government procurement values reaching Rp1,200 trillion annually, the integration of guarantee services is more than just an administrative matter. This collaboration is part of an effort to ensure that government spending does not merely result in projects, but also creates a more open economic ecosystem that provides greater opportunities for MSMEs to thrive.
