Government Prioritises 'Human-Centred AI' Principles to Ensure Inclusivity

Jakarta (ANTARA) - The Head of the Bureau of Digitalisation and Information Management at the Coordinating Ministry for Human Development and Cultural Affairs (Kemenko PMK), Agung Gumilar Triyanto, stated that the government is prioritising ‘Human-Centred AI’ principles in the development of the artificial intelligence (AI) ecosystem to ensure the advanced technology remains inclusive.

“AI is a tool. Who operates it? Humans do. Therefore, we need to look at it from a Human-Centred AI perspective, where humans act as the operators using it,” said Agung during a discussion organised by OpenAI in Jakarta on Thursday.

To maintain this principle, Kemenko PMK is promoting an approach of ‘AI for all, for many, and for few’, particularly within digital talent literacy programmes specifically focused on AI.

According to Agung, these AI development principles are reflected in every step taken by Kemenko PMK and other ministries responsible for AI advancement.

He cited, for example, an initiative by Kemenko PMK involving a Joint Decree (SKB) with seven ministries, which focuses on ensuring the younger generation can utilise AI responsibly without losing their critical thinking abilities as the nation’s successors.

Nevertheless, the use of AI remains permitted if the technology is specifically designed for educational needs and directed learning.

Another example mentioned by Agung was the introduction of Government Regulation Number 17 of 2025 regarding the Governance of Electronic System Implementation in the Protection of Children in the Digital Space (PP TUNAS). This regulation prioritises the safety of children, including when accessing AI services provided by electronic system operators.

“Currently, there are integrated ‘Sekolah Rakyat’ (People’s Schools), ‘Sekolah Unggul Garuda’ (Garuda Excellence Schools), and others. At the educational level, social facilities for AI access have already been provided,” said Agung.

Through these manifestations of Human-Centred AI principles, it is hoped that Indonesia can optimally capture opportunities from AI utilisation, ensuring the technology ultimately contributes to the nation’s prosperity.
