Government prepares presidential regulation for 100 GWp solar power plants

The Ministry of Energy and Mineral Resources (ESDM) has said the government is currently preparing a presidential regulation (perpres) for the development of solar power plants (PLTS) with a capacity of 100 gigawatt peak (GWp).

“So, we are preparing the perpres, yes. We are preparing the perpres so that it can be harmonised soon,” said Eniya Listiani Dewi, Director General of New, Renewable Energy and Energy Conservation at the Ministry of ESDM, when met after the Launching and Groundbreaking of the 100 GWp PLTS Programme in Gilimanuk, Bali, on Tuesday.

Eniya said the presidential regulation would serve as the basis for the implementation of the entire 100 GWp PLTS development.

In addition to preparing the perpres, the government will also revise the 2025–2034 Electricity Supply Business Plan (RUPTL).

In the proposed revision, said Darmawan, PLN has submitted changes to increase PLTS capacity and Battery Energy Storage System (BESS).

“The RUPTL changes that we have submitted are around 50 GWp and 142 GWh of BESS,” said Darmawan.

This figure differs from the PLN 2025–2034 RUPTL that was approved in May 2025.

As previously reported, Minister of Energy and Mineral Resources Bahlil Lahadalia has encouraged Independent Power Producers (IPPs) or private companies to work on the 100 gigawatt peak (GWp) solar power plant projects, especially if the resulting electricity prices are competitive.

Bahlil said that if the electricity prices produced by the PLTS are not competitive and no IPPs are interested in working on the projects, the government will take over the projects and provide financing through Danantara.

Financing through Danantara, he continued, will be carried out in accordance with the guidance of President Prabowo Subianto to be efficient, effective and affordable.
