Government Prepares Non-Cash Stimulus, Here Are the Recipients!

Jakarta, CNBC Indonesia - Coordinating Minister for Economic Affairs Airlangga Hartarto has confirmed that the government will provide a stimulus for the lower-middle class. The assistance will be given in a non-cash form.

Coordinating Minister for Economic Affairs Airlangga Hartarto emphasised that the aid will be focused on community groups in decile 4 and below.

“The stimulus we are preparing is for the lower-middle class, decile 4 and below. This is currently being prepared,” he said when met by reporters at Wisma Danantara, Jakarta, as quoted on Thursday (18/6/2026).

Airlangga confirmed that the assistance will not be given in the form of cash like Direct Cash Assistance (BLT). According to Airlangga, BLT is only given to the poorest communities. The decile 4 group is a community group that is nearly or almost poor.

People who fall into the Decile 4 category (Vulnerable Poor group) have an income or expenditure range of around Rp1.8 million to Rp2.5 million per month.

“BLT is not for the middle, but for those at the bottom,” he said.

Meanwhile, Airlangga explained that the government is also preparing stimulus assistance for the middle class due to the increase in the price of Pertamax fuel. The government will provide assistance through another scheme, namely an internship programme.

“Then we are also preparing for the lower-middle class, decile 4 and below. This is currently being implemented,” he said.

“For the middle class, one of the internship programmes that we are pushing again in June,” Airlangga stressed.

In 2025, the government also rolled out the Temporary Direct Cash Assistance for People’s Welfare (BLTS Kesra) programme initiated by President Prabowo Subianto. At that time, BLTS targeted 35 million beneficiary families (KPM). The BLTS was designed as a consumption boost specifically for the fourth quarter of 2025. Unfortunately, the programme did not continue in 2026.
