Government Prepares New Regulation to Drive 100 GW Solar Power Plant Development

The Ministry of Energy and Mineral Resources (ESDM) is preparing a new regulation to support the development of 100 gigawatts (GW) of solar power plants (PLTS), a target set by President Prabowo Subianto. Director General of New, Renewable Energy and Energy Conservation, Eniya Listiani Dewi, stated that the regulation will take the form of a Presidential Regulation (Perpres). However, official discussions on the Perpres have not yet begun, as the ministry is still awaiting a meeting with Minister Bahlil Lahadalia to discuss the next steps for drafting the rule. Eniya noted that an instruction from the State Secretary to expedite the discussion has already been received. She explained that the choice of a Presidential Regulation was an initial directive from Minister Bahlil, but further consultation is required before the drafting process commences. Eniya emphasised that solar energy is currently the backbone of the national energy transition roadmap towards the 2060 Net Zero Emission target. Although the PLN Electricity Supply Business Plan (RUPTL) through 2034 only targets 17.1 GW of solar capacity, the government is accelerating discussions to boost the capacity to 100 GW. Currently, total installed solar power capacity in Indonesia has reached approximately 1.5 GW, with rooftop solar contributing the largest share at 895 megawatts.
