Government prepares goods delivery regulation focused on driver protection

The government under the leadership of President Prabowo Subianto is preparing a fair regulation focused on driver protection in relation to the goods delivery industry that continues to grow in the digital era. The specific regulation for partner drivers in digital goods delivery will fall under the authority of the Ministry of Communication and Digital Affairs (Kemkomdigi).

“In accordance with the Presidential Regulation and President Prabowo’s message, we must protect and provide the best for drivers,” said Deputy Minister of Communication and Digital Affairs Nezar Patria in a statement received and confirmed in Jakarta on Wednesday.

In preparing this regulation, the government is ensuring that digital platforms and partner drivers are involved in the discussions. Nezar said that after in-depth discussions are conducted with the relevant ecosystem, the regulation will be issued in the form of a ministerial decree and will be discussed more broadly with stakeholders to find an optimal balance.

Meanwhile, Deputy Speaker of the House of Representatives Sufmi Dasco Ahmad said the DPR has finalised discussions on the Presidential Regulation concerning online motorcycle taxi transport with relevant ministries and agencies. The regulation covers online motorcycle taxi services for passenger transport as well as goods and food delivery.

In the division of authority, tariffs for goods and food delivery will be regulated by Kemkomdigi, while passenger transport tariffs will be regulated by the Ministry of Transportation. Online transport operators will be overseen by the Ministry of Cooperatives and SMEs.

Dasco added that after finalisation, the relevant ministries will carry out harmonisation involving online transport operators, related organisations, and platform providers before the Presidential Regulation is issued.
