Government Prepares Draft Presidential Regulations on AI Roadmap and Ethics

Jakarta (ANTARA) - The Head of the AI Roadmap Regulation Team at the Ministry of Communication and Digital, Irma Handayani, stated that the government has prepared two draft presidential regulations (R-Perpres) on the Artificial Intelligence Roadmap and AI Ethics to prevent the misuse of AI technology.

Speaking in Jakarta on Wednesday, Irma said that AI has a positive influence on economic growth and public creativity. However, AI also has negative impacts such as miscommunication, theft of personal data, and disruption of information.

Therefore, together with digital technology experts from all ministries and institutions, including the National Police (Polri), and various government agencies, two R-Perpres have been compiled, namely on the Roadmap and Ethics.

“These R-Perpres are more focused on socialisation and unifying steps so that there are no forms of sanctions in both R-Perpres,” said Irma in her statement.

This was conveyed by Irma Handayani at the Public Dialogue on Legal Challenges in the AI Era, organised by the Polri Public Relations Division in Jakarta.

Irma acknowledged that there is currently no regulation governing AI and it is still handled by sectoral regulations such as the Electronic Information and Transactions Law (ITE) and the Personal Data Protection Law (PDP).

At the same occasion, the Head of the Polri Public Relations Division, Inspector General of Police Johnny Eddison Isir, mentioned the malicious intent from certain parties exploiting the development of digital communication technology.

“The National Cyber and Crypto Agency (BSSN) has recorded millions of anomalous cyber traffic, such as phishing, deepfake scams, malware, and data manipulation,” said Isir.

Polri, continued the Head of Public Relations, takes a preemptive and educational stance in collaboration with all elements of the nation to prevent AI misuse, before law enforcement is carried out.

The Head of the Community Information Bureau of the Polri Public Relations Division, Brigadier General of Police Trunoyudo Wisnu Andiko, said that the public dialogue was carried out collaboratively involving ministries, institutions, academics, and the public as part of strengthening the ecosystem to face digital era challenges.

“The Polri Public Relations Division conducts public dialogue activities that are collaborative and integrated with ministries and institutions in addressing, in particular, challenges in the digital era,” said Trunoyudo.

The Deputy Head of Sub-Directorate 3 of the Polri Cyber Crime Directorate, Commissioner of Police Andrian Pramudianto, acknowledged that cyber crime perpetrators in the country are generally foreign nationals. He cited the example of many Indonesian citizens being repatriated from Cambodia due to their involvement in scamming crimes.

Meanwhile, the most prominent deepfake case handled by the Polri Criminal Investigation Agency (Bareskrim) was the spread of fake data as if Finance Minister Sri Mulyani (at the time) was promising prizes to the public.

The CEO and Founder of E-Magic Group, Brilliant Faryandi, agreed with the government’s vigilance towards the growth and use of AI. However, he reminded that vigilance should not limit the growth of AI usage, as it has proven to provide significant benefits to society.
