Government Prepares 2 Kg Packaged Rice for Food Stabilisation Programme
Agriculture Minister Andi Amran Sulaiman stated that the 2 kilogram (kg) packaging for the Food Supply and Price Stabilisation Programme (SPHP) rice is currently in the design stage, before being distributed en masse to the public.
Meeting on the sidelines of inspecting the Bulog Panaikang Warehouse accompanied by Deputy Director of Perum Bulog Marga Taufiq in Makassar on Sunday, 5 April 2026, Amran said that SPHP rice has actually already begun to be distributed to the public in 5 kg packaging. Meanwhile, smaller packaging is being prepared as an adjustment to real needs in the field.
“SPHP rice (5 kg packaging) is already being distributed now. The smaller packaging rice (2 kg) is still being designed, it will be quick,” he said.
According to him, once the 2 kilogram packaging design is complete, the approval process will be carried out immediately without delay. He even emphasised that he is ready to sign on the same day to accelerate distribution. “Soon, as soon as it’s finished, I’ll sign it right away. If it’s done today, I’ll sign it today,” he stated.
He also emphasised that the policy is part of the government’s commitment to serving the public, in line with the President’s directives to respond quickly and on target to every need of the people.
Regarding the price, the Minister assured that SPHP rice in 2 kilogram packaging will still be sold at a maximum price of Rp 12,500 per kilogram, thus remaining affordable for the wider public without any price difference.
He also assured that the government’s rice reserve stock (CBP) is currently in a safe condition to supply the SPHP programme throughout 2026. “Clearly, our food assistance is already being distributed now. Clearly, there is plenty of rice. It’s just a matter of adjusting the size,” he said.
According to him, the procurement of small packaging is based on public aspirations, especially daily workers, so the government is striving to provide more flexible options according to purchasing ability and needs.
“Yes, that’s the public’s request. It’s not possible from Bulog’s request, not possible from Bapanas (National Food Agency). If the people need it, we act for the people because there are daily labourers, all sorts,” Amran explained.
Previously, President Director of Perum Bulog Ahmad Rizal Ramdhani said that the distribution of rice under the Food Supply and Price Stabilisation Programme (SPHP) will be carried out throughout 2026 with a target of 828,000 tons, to maintain the availability and stability of national rice prices.
Rizal said the assignment refers to the Letter of the Head of the National Food Agency Number: 204/TS.03.03/K/2/2026 dated 11 February 2026 regarding the Assignment of Government Food Reserve Distribution (CPP) for 2026.
“The legal basis for our assignment is in accordance with National Food Agency Regulation Number 204 dated 11 February 2026, which totals 828,000 tons of SPHP this year that we must distribute,” Rizal said when confirmed in Jakarta on 3 April 2026.
He said the rice distribution is carried out directly by Bulog to people’s markets so that prices remain controlled and affordable for the wider public. The rice distribution is done in 5 kilogram packaging with medium quality rice that has a breakage rate of around 25 percent and moisture content of 14 percent in accordance with government standards. Even now, 2 kg packaging is being prepared.
