Chair of the National Economic Council (DEN) Luhut Binsar Pandjaitan has invited the public to register as Social Protection (Perlinsos) Agents. The government needs around 250,000 agents on the island of Java to accelerate the distribution of digitally based social assistance.

The call forms part of a national movement to transform Perlinsos Digital, initiated by the government to ensure that social assistance genuinely reaches those entitled to it, down to the lowest strata of society.

Luhut issued the appeal after gathering the Governors of West Java, Central Java and East Java, together with Regional Military Commanders, Provincial Police Chiefs and all District Military Commanders from the three regions. The consolidation was carried out to accelerate the ongoing trial of Perlinsos Digital.

“In this meeting I gave a crucial instruction: we must massively expand the Perlinsos Agent network by involving civil servants, Babinsa and Bhabinkamtibmas. Why them? Because these apparatus are the spearhead of the state, interacting directly with people every day and understanding the conditions of their residents down to the grassroots level,” Luhut explained.

The government has recorded 4.3 million households (KK) registered across the 258 regencies and cities serving as pilot locations for Perlinsos Digital.

This figure is targeted to rise to 48 million households by December 2026. To meet that target, the government needs around 250,000 Perlinsos Agents specifically on the island of Java.

The agents will help members of the public register and file objections relating to social assistance.

Luhut emphasised that agents will have no authority to determine who is entitled to receive assistance. Their role is solely to help residents access the system.

“Regarding the role of Perlinsos Agents, I must make clear that they are not the party deciding whether someone is entitled to assistance or not. Their task is purely to act as a ‘mobile service counter’ helping residents register anytime and anywhere. The final decision runs entirely through objective automatic system verification based on national data integration,” he asserted.

Luhut said the digitalisation of Perlinsos is also intended to cut short the assistance application process, which currently passes through around seven hierarchical stages and takes considerable time.

Under the new system, members of the public can register and file objections independently. The government also hopes the mechanism will make access to social assistance easier whilst reducing the risk of people who are genuinely entitled missing out because they are not recorded in the system.

Members of the public wishing to become Perlinsos Agents can register through the official portal at agent-perlinsos.kemensos.go.id.

“The aim of this effort is simple: no one entitled to assistance should miss out merely because they are unrecorded or struggle to access the system. Bureaucracy must get closer to the people, serving them easily so that social assistance reaches those who truly need it,” Luhut concluded.
