Government Officially Releases Regulation on Coal and Other Commodity Exports via State-Owned Enterprise DSI
The government has officially released a new regulation concerning the export of strategic natural resource commodities through a single-door system managed by a State-Owned Enterprise. The regulation is stipulated in Government Regulation No. 24 of 2026 on Governance of Strategic Natural Resource Commodity Exports. Enacted by President Prabowo Subianto on 20 May 2026, this regulation will come into effect on 1 June 2026. The regulation was created considering that natural resources are national assets, as mandated by Article 33 of the 1945 Constitution, controlled by the state and utilised for the greatest prosperity of the people. Furthermore, the regulation aims to maintain domestic supply stability, national economic resilience, added value enhancement, sustainable national development, and the utilisation of natural resources for maximum public prosperity. The regulation consists of six chapters and ten articles. The initial phase of strategic natural resource commodities includes coal, palm oil, and ferro alloy. These commodities may only be exported by a specially assigned State-Owned Enterprise, known as a BUMN Ekspor, acting either as the owner or the sole intermediary. The export selling price is determined by the BUMN Ekspor, which may also set a margin within a reasonable level according to legal provisions. Export governance may be conducted through export controls, including verification or technical tracing, and the arrangement of export transportation and insurance. Exceptions may be granted to business entities holding contracts or agreements with the government that include provisions for investment, divestment, and domestic processing and/or refining, with the decision made via a coordination meeting chaired by the relevant coordinating minister.
