Government Mandates Minimum 20% Discount on Public Services for Persons with Disabilities

JAKARTA – The Indonesian government has finally enacted Government Regulation (PP) No. 31 of 2026 on Concessions for Persons with Disabilities and Incentives for Companies. The regulation is the final implementing rule of Law No. 8 of 2016 on Persons with Disabilities, which has been awaited for nearly a decade.

Under the regulation, the government requires the provision of concessions in the form of fee discounts to persons with disabilities of at least 20 percent across various public services. The concessions apply in the education, transport, health, assistive device provision, housing, employment, entrepreneurship, cultural, tourism and sports sectors.

Deputy Minister of Human Rights Mugiyanto explained that the regulation marks an important milestone in the implementation of the Disability Law, as it completes the entire set of implementing regulations that had previously remained unfinished.

“This is a landmark, so to speak. One of the great achievements because this PP is the last implementing regulation mandated by the Law on Persons with Disabilities, namely Law No. 8 of 2016,” Mugiyanto said during a discussion with journalists, quoted on Thursday (23/7/2026).

Mugiyanto said the regulation governs the provision of concessions in the form of a minimum 20 percent fee discount. The concession amount may even be higher, according to the policies of each service provider.

“This Government Regulation on Concessions for Persons with Disabilities and Incentives for Companies is to ensure there is a minimum concession of 20 percent. That means it can be higher, for example 25 percent and so on,” said Mugiyanto.
