Government Mandates Minimum 20% Discount on Public Services for Persons with Disabilities

The government has finally enacted Government Regulation (PP) Number 31 of 2026 concerning Concessions for Persons with Disabilities and Incentives for Companies. This regulation is the final derivative of Law Number 8 of 2016 on Persons with Disabilities, which has been awaited for almost a decade. Through this regulation, the government mandates the provision of concessions in the form of fee reductions to persons with disabilities, with a minimum discount of 20 per cent on various public services and amenities. The concessions apply across the education, transportation, health, assistive device provision, housing, employment, entrepreneurship, culture, tourism, and sports sectors. Deputy Minister of Human Rights Mugiyanto explained that the PP represents a landmark achievement, as it completes all the implementing regulations mandated by the Disability Law. “This is a landmark. One of the major achievements because this PP is the final derivative regulation mandated by the Law on Persons with Disabilities, namely Law Number 8 of 2016,” Mugiyanto said during a media discussion, quoted on Thursday. Mugiyanto stated that the regulation stipulates a minimum concession of a 20 per cent fee reduction. The discount can be higher depending on the policy of each service provider. “This Government Regulation on Concessions for Persons with Disabilities and Incentives for Companies ensures a minimum concession of 20 per cent. This means it can be higher, for example 25 per cent and so on,” Mugiyanto said.
