Government Issues Joint Circular on KBLI 2025 to Simplify Business Licensing
The government has issued a Joint Circular (SEB) regarding the implementation of adjustments to the Indonesian Standard Industrial Classification (KBLI) 2025 in the organisation of Risk-Based Business Licensing (PBBR), as an effort to strengthen the ease of business licensing.
The SEB was signed by the Minister of Investment and Downstreaming/Head of the Investment Coordinating Board (BKPM) Rosan Perkasa Roeslani, Minister of Law Supratman Andi Atgas, and Head of the Central Statistics Agency (BPS) Amalia Adininggar Widyasanti.
Minister of Investment and Downstreaming/Head of BKPM Rosan Roeslani, in a statement in Jakarta on Sunday, conveyed that this policy is a strategic step to strengthen legal certainty, increase the accuracy of business classification, and promote the integration of the national licensing system.
According to him, the regulation is addressed to all ministries/institutions, regional governments, the Nusantara Capital Authority, area management bodies, notaries, and business actors throughout Indonesia.
“The adjustment to KBLI 2025 becomes an important foundation in ensuring that the risk-based business licensing system operates more accurately, integrated, and responsive to developments in the business sector. With a more up-to-date classification, business actors will obtain certainty and ease in the licensing process,” said Rosan.
Through this policy, the government ensures that Basic Requirements (PD), Business Licences (PB), and Business Licences to Support Business Activities (PB UMKU) that have already been issued, verified, or approved before the implementation of KBLI 2025, remain valid.
In addition, business actors are also required to adjust data in the General Legal Administration (AHU) system if there are changes in business activities, while adjustments to numeric codes without substantive changes will be carried out automatically by the system.
The government also mandates all ministries, institutions, and regional governments to adjust systems and services to support the integrated implementation of KBLI 2025.
The implementation of KBLI 2025 aims to ensure alignment of business data across agencies, thereby supporting the preparation of more accurate and data-based policies.
During the transition period, business actors will continue to receive licensing service certainty, without disruption to ongoing licensing processes.
“We encourage all ministries/institutions and regional governments to immediately adopt and implement KBLI 2025 consistently. This synergy is important to maintain investor trust and enhance Indonesia’s competitiveness,” said Rosan.
Currently, the Online Single Submission (OSS) system has recorded more than 15.7 million Business Identification Numbers (NIB), reflecting the high activity of business actors in Indonesia.
Rosan hopes that the implementation of KBLI 2025 will further improve the quality of licensing services, business process efficiency, and transparency of business data.
