Government Issues Joint Circular on KBLI 2025, Risk-Based Business Licensing Becomes More Integrated

NIKEL.CO.ID, JAKARTA — The government has officially issued a joint circular (SEB) regarding the implementation of adjustments to the Indonesian Standard Industrial Classification (KBLI) 2025 in the organisation of risk-based business licensing (PBBR).

The Minister of Investment and Downstreaming/Head of BKPM, Rosan Perkasa Roeslani, stated that the policy aims to increase legal certainty, accuracy of business classification, and integration of the national licensing system.

“The adjustment to KBLI 2025 serves as an important foundation in ensuring that the PBBR system operates more accurately, integrated, and responsive to developments in the business sector. With a more up-to-date classification, business actors will gain certainty and ease in the licensing process,” said Rosan in a press statement received by the editorial team on Saturday (28/3/2026).

It is hoped that this SEB will serve as a guideline for all stakeholders in implementing KBLI 2025 across various systems, including the online single submission (OSS) system, the Directorate General of General Legal Administration (AHU) system, and other integrated systems.

Currently, more than 15.7 million business identification numbers (NIB) have been issued in the OSS system. This figure reflects the high level of activity and growth among business actors in Indonesia.

Through this SEB, the government emphasises several important matters as implementation guidelines:

Status of Existing Business Licences

Basic requirements (PD), business licences (PB), and business licences to support business activities (PB UMKU) that have already been issued, verified, or approved before the implementation of KBLI 2025 are declared to remain valid.

Adjustment of Data in the AHU System

Business actors who are already registered in the Directorate General of AHU system must adjust to KBLI 2025 in their Articles of Association if there is a corporate action that changes the purpose and objectives and business activities. In cases where the change is only a numerical code adjustment (without changing the substance of the business activities), the OSS and Directorate General of AHU systems will make the adjustment automatically.

Inter-Agency System Adjustments

All ministries/institutions, local governments, and special economic zone authorities are required to adjust their systems and services to support the integrated implementation of KBLI 2025.

Data and Regulation Synchronisation

The implementation of KBLI 2025 aims to ensure alignment of business data across agencies, thereby supporting the preparation of more accurate and data-based policies.

Certainty for Business Actors

During the transition period, business actors will continue to receive licensing service certainty without disruption to ongoing licensing processes.

“We encourage all ministries/institutions and local governments to immediately adopt and implement KBLI 2025 consistently. This synergy is crucial to maintain investor trust and enhance Indonesia’s competitiveness,” he concluded.

For information, the implementation of KBLI 2025 is a follow-up to the issuance of BPS Regulation No. 7/2025 on KBLI, which revokes BPS Regulation No. 2/2020, with the hope of improving the quality of licensing services, business process efficiency, and business data transparency.

The SEB was signed by the Minister of Investment and Downstreaming/Head of BKPM, Rosan Perkasa Roeslani, the Minister of Law, Supratman Andi Atgas, and the Head of the Central Bureau of Statistics (BPS), Amalia Adininggar Widyasanti. This SEB is addressed to all ministries/institutions, local governments, the Nusantara Capital Authority, the Free Trade Zone and Free Port Business Agency, special economic zones, notaries, and business actors throughout Indonesia.
