The central government, through the Ministry of Environment and Forestry (KLHK), is investing approximately Rp3 trillion in the construction of a Waste-to-Energy Processing facility (PSEL) to be centred at the Tamangapa Final Disposal Site (TPA) in Makassar City, South Sulawesi.

“The investment value is approximately Rp3 trillion, which will be supported by the tender winner together with Danantara,” stated Makassar Mayor Munafri Arifuddin in Makassar on Monday.

The PSEL project procurement addresses the needs of both central and local governments in managing increasingly mounting waste each year, positioning PSEL as an agglomeration project involving two neighbouring districts, namely Gowa and Maros Regencies.

The technology can process 1,000 tons of waste per day, with the waste to be processed at the PSEL comprising 800 tons from Makassar, 150 tons from Gowa Regency, and 50 tons from Maros Regency daily. The output is approximately 20-25 MW per day.

Mayor Munafri stated that the Makassar City Government (Pemkot) has prepared 10 hectares of land in the Tamangapa TPA area, which will be developed to meet the seven-hectare requirement for the PSEL facility construction site.

The location was chosen due to its potential for additional raw materials from old waste piles that can still be utilised. “Because 20 to 25 percent of the waste at the TPA can still be used as raw material,” he said.

This collaboration serves as a concrete cross-regional step in supporting the implementation of PSEL in Makassar, as part of the national energy-based waste management programme (waste to energy). At the same time, he said, it addresses the waste accumulation challenges in the three Mamminasa areas.

“To maintain its finances, it will return to Danantara, which manages it nationally, so nothing is managed by the private sector and everything is under Danantara’s control,” he added.

Waste sorting has also been highlighted by Minister Hanif during a working visit to Makassar, with plans to launch a national waste sorting programme this year.

“Regarding waste sorting, it is absolutely mandatory. This year we will launch a national programme for waste sorting. Actually, it’s very simple, but because the habit is to mix waste, this must start from households,” said Minister Hanif.
