The government has issued a Joint Circular (SEB) regarding the implementation of the Indonesian Standard Business Field Classification (KBLI) 2025. This policy supports a more integrated risk-based business licensing approach.

The SEB was signed by the Minister of Investment and Upstream Industries/Investment Coordinating Board (BKPM) Rosan Perkasa Roeslani, along with the Minister of Law Supratman Andi Atgas. The Head of the Central Bureau of Statistics (BPS) Amalia Adininggar Widyasanti also signed it.

This policy aims to improve legal certainty and the accuracy of business classification. Additionally, the integration of the national licensing system is strengthened.

Rosan stated that the adjustment to KBLI 2025 forms an important foundation in the licensing system. This policy is deemed capable of enhancing the accuracy and integration of business licensing services.

“This becomes an important foundation in ensuring that the risk-based business licensing system operates more accurately, integrated, and responsively. With a more up-to-date classification, business actors will obtain certainty and ease in the licensing process,” he said in a press release received by RRI.CO.ID on Sunday, 29 March 2026.

He mentioned that this SEB serves as a guideline for ministries, institutions, and regional governments. This includes the integrated Online Single Submission (OSS) and General Legal Administration (AHU) systems.

Currently, the OSS system has recorded more than 15.7 million Business Identification Numbers. This figure reflects the high activity of business actors in Indonesia.

The government emphasises that permits issued before KBLI 2025 remain valid. This covers basic requirements, business licensing, and PB UMKU.

Business actors are also asked to adjust their data in the AHU system if there are changes in business activities. If it is only a numerical code change, the system will adjust automatically.

All agencies are requested to adjust their systems to support the implementation of KBLI 2025. This step is taken to ensure optimal integration of services.

This implementation also aims to align business data across agencies. Thus, policies can be formulated more accurately based on data.

“We encourage all ministries/institutions and regional governments to immediately adopt and implement KBLI 2025 consistently. This synergy is important to maintain investor trust and enhance Indonesia’s competitiveness,” he said.

The BKPM Protocol and Public Relations Bureau stated that the implementation of KBLI 2025 is a follow-up to BPS Regulation Number 7 of 2025. That regulation replaces BPS Regulation Number 2 of 2020.

“Through this policy, the government hopes that the quality of licensing services will improve further. In addition, business process efficiency and data transparency are also strengthened,” it said.
