Government Holds Electricity Tariffs Steady for July–September 2026
In an effort to maintain public purchasing power and support national economic stability, the Ministry of Energy and Mineral Resources (ESDM) has announced that electricity tariffs for PT PLN (Persero) will remain unchanged for the third quarter, covering the period from July to September 2026, for 13 non-subsidised customer groups.
“To safeguard public purchasing power and support national economic stability, the Government has decided that electricity tariffs for the third quarter of 2026 will remain the same and will not increase,” stated the Minister of Energy and Mineral Resources, Bahlil Lahadalia, in a statement confirmed in Jakarta on Tuesday.
In accordance with the Minister of Energy and Mineral Resources Regulation Number 7 of 2024 regarding Electricity Tariffs Provided by PT PLN (Persero), adjustments to electricity tariffs for non-subsidised customers are conducted every three months. These adjustments refer to changes in realised macroeconomic parameters, specifically the exchange rate, the Indonesian Crude Price (ICP), inflation, and the Reference Coal Price (HBA).
For the determination of electricity tariffs in the third quarter of 2026, the macroeconomic parameters refer to the realised figures from the February to April 2026 period. These include an exchange rate of Rp16,959.32 per US dollar, an average Indonesian Crude Price (ICP) of 96.12 US dollars per barrel, inflation at 0.21 per cent, and an HBA of 70 US dollars per tonne in line with coal Domestic Market Obligation (DMO) policies.
Based on the tariff adjustment formula, the accumulated changes in these parameters should have resulted in an increase in electricity tariffs. However, the government has decided not to raise the rates to preserve public purchasing power, support industrial competitiveness, and provide certainty for business actors.
Furthermore, Bahlil stated that electricity tariffs for 24 subsidised customer groups will also remain unchanged, and electricity subsidies will continue to be provided. This group includes social customers, poor households, small businesses, small industries, and customers whose electricity usage is for micro, small, and medium enterprises (MSMEs).
“The Government is committed to providing reliable, affordable, and equitable electricity. This fixed tariff policy is part of our efforts to maintain economic stability while ensuring that electricity services remain sustainable,” said Bahlil.
The Ministry of Energy and Mineral Resources also urged the public to use electricity wisely and efficiently as part of a collective effort to support national energy resilience and independence. Additionally, the Ministry has requested PT PLN (Persero) to continue maintaining the reliability of the electricity supply, improve service quality to customers, and optimise operational efficiency in electricity provision to deliver the best service to the community.
