Government finalises plans for housing development in Highland Papua
The Minister of Housing and Residential Areas (PKP), Maruarar Sirait, alongside the Minister of Home Affairs, Muhammad Tito Karnavian, has strengthened coordination regarding the plan to build 2,200 houses in Highland Papua Province.
He emphasised that the construction must be carried out swiftly, accurately, with high quality, and in accordance with applicable regulations. He noted that all necessary aspects for the programme’s execution must be thoroughly prepared.
“The goal is to execute the President’s mandate well and correctly, following the rules, being fast, high-quality, and precisely targeted,” Maruarar stated in a briefing in Jakarta on Wednesday.
The construction of these 2,200 houses is part of the government’s effort to provide decent housing for the people of Highland Papua Province. The programme includes 2,000 houses for the general public and 200 houses for tribal chiefs, community leaders, and religious figures.
Meanwhile, the Secretary-General of the Ministry of PKP, Didyk Choiroel, stated that the construction of these 2,200 houses is a follow-up to the President’s directives since 2025. To support implementation in 2027, the government has prepared a budget of Rp1.529 trillion.
He noted that regulations are required to govern the programme’s execution, from planning to construction.
“Following the President’s direction in 2025, for the year 2027, a budget of Rp1.529 trillion is already available. Therefore, regulations are needed to discuss everything from planning to implementation,” said Didyk.
The Director General of Governance and Risk Control at the Ministry of PKP, Roberia, highlighted several issues that must be resolved before construction begins. These include ensuring site suitability with spatial planning, land legality, basic infrastructure, site security, and the status of land located within forest areas.
“There are several things we need to ensure, starting from the suitability of the proposed locations with spatial planning, land legality, basic infrastructure, site security, and even locations that fall within protected forest areas,” said Roberia.
Furthermore, the Minister of Home Affairs, Muhammad Tito Karnavian, stated that the implementation of construction in the region must consider oversight mechanisms. He also noted that local governments will play a role in determining the target recipients.
Various inputs from ministries, agencies, and local governments will serve as material to refine the development plan for the 2,200 houses in Highland Papua. The results of these discussions will be reported to the President to determine the programme’s next steps, ensuring it proceeds according to regulations, reaches the intended targets, and benefits the community.
