Government Drafting Regulation on Foreign Ownership in Financing Companies
Jakarta - The Indonesian government is currently drafting a Government Regulation on Foreign Ownership in Financing Service Providers (RPP UJP). The drafting process has now entered the public participation stage, with the deadline for submissions set by the Directorate General of Financial Sector Stability and Development (DJSPSK) at the Ministry of Finance for 31 August 2026 at 12.00 WIB.
“The public may participate in the drafting process of the RPP UJP by submitting input, suggestions, or responses to the substance of the draft regulation,” according to a statement from DJSPSK on Wednesday (26/8/2026).
In its explanation, DJSPSK stated that the RPP UJP is one of the strategic measures to create legal certainty, strengthen the governance of the financing services industry, and encourage increased productive and quality investment in the financing services sector.
The RPP UJP is also intended to support government policy, fill regulatory gaps, and address the bullion business niche that has not been optimally developed by domestic financial services institutions.
According to DJSPSK, the regulation on foreign ownership in financing service providers is expected to provide a balance between the need for capital strengthening, knowledge and technology transfer, and the protection of national interests.
Therefore, DJSPSK considers that the drafting of the RPP UJP needs to be carried out transparently, accountably, and with the involvement of various stakeholders.
The RPP UJP regulates various aspects related to foreign ownership in financing service providers, including:
Limits on foreign ownership in financing service providers.
Provisions regarding partnerships with foreign legal entities.
Transparency of controlling shareholders.
Benefits of foreign investment for the Indonesian economy.
Provisions regarding reporting, supervision, and evaluation aspects.
Transitional and adjustment provisions for business operators already in operation.
These regulatory points have been prepared taking into account the development needs of the financing services industry, international best practices, and the characteristics of the financial services sector in Indonesia.
