Indonesia’s government is steering transformation towards integrated governance, data-driven policy-making, and inclusive public services aligned with community needs.

These targets can be accelerated through the Digital Government Masterplan 2025–2045 and the preparation of Presidential Regulation policy on Digital Government.

Presidential Special Adviser on Digitalisation and Government Technology and Chair of the Committee for Accelerating Government Digital Transformation, Luhut Binsar Pandjaitan, stated that AI-based digital government is key to executing planned policies effectively. He made this statement during the launch of the National Digital Government Masterplan 2025–2045 at the Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas) headquarters in Jakarta on Thursday, 26 February 2026.

The development of AI-based digital government is also seen as a critical driver to ensure Indonesia avoids the middle-income trap—a situation where a country successfully transitions from low-income to middle-income status but then stagnates and fails to advance to developed nation status.

On the same occasion, Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Rini Widyantini described the launch of the National Digital Government Masterplan 2025–2045 as a strategic milestone for realising integrated, adaptive governance focused on impactful public service delivery.

“Through digital government, the state operates in ways that are simpler, faster, and more trustworthy. It is not merely system modernisation but a transformation of the public service experience,” she explained.

In this context, achieving public welfare has become the highest priority of government performance (human-centred design in government).

Rini also emphasised the importance of synergy in government digital transformation, as this task is a collective project requiring national orchestration.
