JAKARTA, KOMPAS.com - The government has assured that the implementation of the contactless, cashless, non-stop toll transaction system, or Multi Lane Free Flow (MLFF), is currently still in the pre-trial phase. This stage includes the execution of functional tests and has not yet entered the phase of widespread trials. “The implementation of MLFF cannot be viewed merely as the application of technology, but as a comprehensive systemic transformation. Therefore, every stage must be carried out carefully to ensure the system operates optimally and does not pose risks in the field,” said Wilan, quoted from an official statement, Friday (17/04/2026). In addition to technological aspects, user readiness is a key factor in the MLFF implementation. Although smartphone penetration in society is relatively high, challenges remain regarding digital literacy, technology access, and user compliance in following the applicable system. “Adopting a new system requires behavioural readiness. Therefore, an adaptation process and socialisation need to be prepared so that the public can use this system well,” Wilan added. With this approach, MLFF is expected to improve traffic flow, travel efficiency, and the sustainable quality of toll road services. The Minister of Public Works (PU) Dody Hanggodo has openly stated that this technology from Hungary is still far from perfect for implementation in the country. Although it promises time efficiency down to seconds, the reality on the ground shows technical obstacles that cannot be ignored. “Up to this moment, it is not perfect,” Dody emphasised in response to a Kompas.com question, Saturday (28/3/2026). Initial optimism for MLFF had soared high when the first trial was conducted on the Bali Mandara Toll Road. This failure prompted the Ministry of PU to perform a reset and reschedule trials at other points.
