Government Confirms Hotel Sultan Land Is State Property, Will Execute Seizure Despite Legal Challenges
Jakarta – The Director General of the Gelora Bung Karno Complex Management Centre (PPKGBK), Rakhmadi Afif Kusumo, stated that the Hotel Sultan land has become state property.
Despite legal resistance from PT Indobuildco, the current Hotel Sultan operator, the land seizure can still proceed.
“From our perspective, this is binding, meaning it is state property (Barang Milik Negara). The land has become property of the state. The directive from the State Secretary’s Ministry is naturally about how to safeguard this state asset,” said Rahmadi at the Hotel Sultan Complex in the GBK area, Central Jakarta, Monday (16 March 2026).
Today, the government began surveying the land currently occupied by Hotel Sultan in the GBK area.
The land measurement is a realisation of the verification order issued by Jakarta Central District Court (PN Jakarta Pusat).
Verification is the process of matching physical and administrative data of the execution object (land/building) with the court’s binding ruling. This action is carried out by court clerks and bailiffs to ensure the location, boundaries, and area of the object in the field comply with the court decision before execution, preventing errors.
According to Rahmadi, the verification was conducted to match and confirm that the boundaries of the Hotel Sultan land corresponded with what PPKGBK and the State Secretary’s Ministry had requested regarding state property in Block 15 of GBK.
In accordance with the Jakarta Central District Court clerk’s statement, the verification was conducted for Block 15.
PPKGBK’s Legal Counsel, Candra Hamzah, stated that Monday’s verification was undertaken in connection with the land seizure execution.
The land was measured and boundary markers set by Jakarta Central District Court.
“After that, we report whether the requested land is indeed correct. Since this concerns verification, Jakarta Central District Court requested assistance from the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to determine its location, boundaries, area, and other details,” explained Candra.
“Once verified, they will return to Jakarta Central District Court and we will await the execution of the court ruling,” he continued.
