Government Conducts Thorough Evaluation of Military Basic Training for KDKMP and KNMP Manager Candidates
The government has confirmed that the implementation of military basic training (latsarmil) for prospective managers of the Merah Putih Village/Sub-district Cooperatives (KDKMP) and Merah Putih Fishermen’s Villages (KNMP) is still under thorough evaluation. The evaluation follows various public concerns, including an incident that resulted in the deaths of five participants.
The Head of the Communication and Public Information Bureau at the Ministry of Administrative and Bureaucratic Reform (PAN-RB), Mohammad Averrouce, stated that the evaluation is being conducted jointly by the Ministry of Defence, the BUMN Supervisory Board (BP BUMN), and the National Selection Committee (Panselnas). The review covers various aspects of the programme’s implementation, particularly participant health and medical supervision during training.
Averrouce explained that the Ministry of PAN-RB fundamentally supports the governance of human resource selection within the President’s Quick Best Results Programme, including staffing for KDKMP and KNMP. He emphasised that the process must be transparent, fair, accountable, and uphold the principle of merit. The fulfilment of human resources for KDKMP and KNMP is carried out collaboratively across agencies according to their respective duties, functions, and authorities, as stipulated in Presidential Decree Number 7 of 2026.
Under this scheme, BP BUMN acts as the coordinator for the KDKMP and KNMP cluster and oversees recruitment implementation because the prospective managers are employees of state-owned enterprises under Agrinas. However, the entire process remains within the framework of the National Selection Committee.
Regarding the military basic training, Averrouce stated that the authority for its implementation lies with the Ministry of Defence. This includes setting training standards and conducting health examinations for participants before they join the training. He added that the health checks are carried out according to the health standards established for military basic training, while technical explanations regarding the training mechanism and health examination stages fall under the Ministry of Defence’s authority.
Averrouce noted that the recruitment stage is part of the human resource procurement process technically coordinated by BP BUMN, whereas participant health examinations are conducted by the Ministry of Defence. Amid the ongoing evaluation, the Ministry of PAN-RB expressed its concern over the incident that occurred during the programme. The ministry conveyed its deep condolences and is paying full attention to the safety and health of all participants, while continuously strengthening and supporting cross-agency coordination to ensure the programme runs with good governance.
To date, the government has not announced any decision regarding the possible reduction or cessation of the military basic training. The government’s focus remains directed at a thorough evaluation of the programme’s implementation to ensure that safety, health, and governance aspects are improved.
