Government Completes Discussion on Whoosh Debt Restructuring
Finance Minister Purbaya Yudhi Sadewa has announced that discussions regarding the restructuring of debt for the China-Indonesia High-Speed Railway (KCIC) project have been completed.
The government has reached a decision on the course of action for resolving the project’s debt obligations. Purbaya stated that the official announcement will be made directly by President Prabowo Subianto or an authorised government official, rather than by himself.
“The discussion has concluded, but it will be the President or the government that will make the official announcement, not me. However, it is clear what the next steps will be,” Purbaya said at the Finance Ministry Office in Jakarta on Friday, 13 March 2026.
Minister of Public Works AHY previously indicated that the expansion of the Whoosh high-speed railway project to East Java would proceed in parallel with the financial restructuring process of PT Kereta Cepat Indonesia China. The government has also conducted discussions with the Finance Ministry and Danantara Indonesia regarding plans for extending the high-speed rail route to Banyuwangi.
AHY emphasised that the financial restructuring of KCIC plays a crucial role in determining the direction of future Whoosh project development. The decision regarding the debt settlement scheme will influence the roadmap for expanding high-speed rail connectivity to East Java.
“It would be best to ensure the Jakarta-Bandung section is completed first, meaning the solution can be properly implemented, and only then proceed with further expansion,” AHY stated.
AHY believes that the continuation of the Whoosh project through the eastern regions of Java has the potential to significantly reshape the regional development map of the areas served by the high-speed railway corridor.
