Government Blocks Access to eBay, KLM, and Bath & Body Works for Failing to Register as Electronic System Operators

The government, through the Ministry of Communication and Digital of the Republic of Indonesia (Kemkomdigi), has officially cut access to three Private Scope Electronic System Operators (PSE) that failed to comply with registration obligations in Indonesia.

The three digital entities are PT Dunia Luxindo (Bath & Body Works), eBay Inc. (eBay), and KLM Royal Dutch Airlines (KLM).

The decisive action was announced by the Director General of Digital Space Supervision (Dirjen Wasdig) at Kemkomdigi, Alexander Sabar. He affirmed that the access termination constitutes an administrative sanction regulated under Article 7 of Ministerial Regulation No. 5 of 2020 concerning Private Scope Electronic System Operations.

"This access blocking is a form of administrative sanction against PSE operators that have neglected their registration obligations. Notifications, warning letters, and even press releases have been issued. But they still did not respond," said Alexander.

**Digital Law Enforcement and Consumer Protection**

Kemkomdigi regards the access termination sanction as a demonstration of the government's commitment to enforcing regulations and creating an orderly, transparent, and safe digital space for the public. The measure also ensures equal obligations among digital business operators in Indonesia.

"We want to protect the public from the potential risks of digital services that are unregistered and not subject to national regulations," Alexander stressed.

**Push for PSE Registration through OSS**

The Director General also reminded all electronic system operators — both domestic and foreign — to immediately register their platforms or services through the Online Single Submission (OSS) system before operating in Indonesia.

"Registration is not merely a formal obligation, but also a form of responsibility to be transparent and accountable to the public. We also ask PSE operators to actively update their data if there are any changes," he added.

**Three Blocked Entities:**

- eBay Inc. — Global e-commerce platform
- KLM Royal Dutch Airlines — International airline
- PT Dunia Luxindo (Bath & Body Works) — Beauty and body care retail company

All three were deemed to have exceeded the prescribed registration deadline without showing any intention to comply with the regulations. The block serves as a strong signal that the government will not tolerate non-compliant digital practices — in the interest of data sovereignty and consumer protection in the digital economy era.
