Government Begins Construction of the Dumai–Sei Mangkei Gas Transmission Pipeline
Jakarta, CNBC Indonesia - The government has begun preparations to build the Dumai-Sei Mangkei gas transmission pipeline (Dusem), a key component of the national gas network integration from Aceh to East Java. The project is prepared to anticipate large gas production from the Andaman Block, which is expected to start operating around 2028.
Laode Sulaeman, Director General of Oil and Gas (Dirjen Migas) at the Ministry of Energy and Mineral Resources (ESDM), explained that construction of the Dumai–Sei Mangkei pipeline has begun this year and is targeted to be completed in 2027. ‘Dumai alhamdulillah; Dumai we are starting now and, God willing, next year we will complete it,’ he said at a podcast cited on Tuesday (19 May 2026).
Laode explained that the Dumai–Sei Mangkei project is being prepared to connect gas supplies from the Andaman Block in Aceh to the southern region of Sumatra and further to Java, noting that the Andaman Block is believed to have substantial potential.
‘So we will build this pipeline; once the Andaman block starts, God willing, in 2028, the pipeline will be ready to receive,’ he said.
Previously, Laode stated that the gas transmission pipeline would be built in an integrated manner from Aceh to East Java, creating one main distribution line for the national gas network. ‘If we look at Indonesia’s western region, it will be completed with a transmission pipeline; from Aceh to East Java, it will be completed with a single transmission pipeline,’ he said.
As part of the project, the Cirebon–Semarang transmission line, Phase 1 (Cisem-1) was completed in 2023 and is currently delivering gas to the Batang Integrated Industrial Estate in Central Java. Next, the Cisem-2 pipeline has recently become operational and will supply gas from East Java to West Java.
With the completion of these pipelines, including the Dumai–Sei Mangkei pipeline (Dusem), the network will channel potential gas supplies from the Andaman and Agung working areas in Aceh to Java and Sumatra via the transmission line.
According to CNBC Indonesia records, the total budget for the construction of the Dumai–Sei Mangkei gas pipeline is IDR 6.6 trillion, and it will deliver potential gas supplies from the Agung and Andaman Working Areas in Aceh for use in Java and Sumatra.
