Government Assures KBLI 2025 Does Not Require New Permits

The government has issued a Joint Circular (SEB) on the implementation of the Indonesian Standard Industrial Classification (KBLI) 2025 in risk-based business licensing. This SEB was signed by the Minister of Investment and Downstreaming/Head of BKPM, the Minister of Law, and the Head of the Central Bureau of Statistics (BPS). Through this policy, the government emphasises that the application of KBLI 2025 does not require business actors to obtain new permits.

“The mechanism (for adjustment) is carried out automatically in the OSS system, and business actors can also adjust to the existing regulations,” said the Coordinating Minister for the Economy, Airlangga Hartarto, at a press conference on Q1 2026 Investment Realisation and KBLI 2025 Implementation in Jakarta on Thursday (23/4).

Airlangga added that this SEB is expected to encourage the implementation of the new KBLI for the benefit of the business world.

In its implementation, the Minister of Law ensures the integration of KBLI adjustments through the Directorate General of General Legal Administration System (Sistem Ditjen AHU), so that the adjustment of business entity data remains legally aligned. Meanwhile, the Minister of Investment and Downstreaming/Head of BKPM ensures the implementation of KBLI adjustments runs through the Online Single Submission (OSS) system, including adjustments to business licensing data.

Head of BPS RI, Amalia Adininggar Widyasanti, stated that BPS has prepared a conversion table as a follow-up to the SEB.

“This conversion table is prepared to maintain ongoing comparability and serves as a guide in tracing correspondences between structures, both from KBLI 2020 to KBLI 2025 and vice versa,” explained Amalia on the same occasion.

She emphasised that business permits issued before the implementation of KBLI 2025 remain valid. Business actors do not need to worry that their permits will become invalid.

“Permits issued before the implementation of KBLI 2025 remain valid. Business actors must adjust to KBLI 2025 through OSS (Online Single Submission)/AHU (General Legal Administration) if there are substantive changes, namely changes in purpose and objectives as well as the scope of business activities. If there are no substantive changes, business actors are not required to adjust, and the adjustment or conversion will be carried out automatically by the system,” she clarified.

Referring to the SEB, KBLI adjustment is not required if the change is only an adjustment of codes based on the conversion table and does not alter the substance of the business. In this condition, the adjustment is carried out automatically through the AHU and OSS systems, without the need for changes to the articles of association.

The adjustment of KBLI 2025 in the OSS and AHU systems will be carried out by the Ministry of Investment and Downstreaming/BKPM and the Ministry of Law no later than 18 June 2026. During the transition period, KBLI 2020 and KBLI 2025 will be used in parallel until all adjustment processes are completed.

The AHU system itself, during the transition period, will still process the ratification of business actors using KBLI 2020 until the KBLI 2025 adjustment is implemented. The same applies to the OSS system, which will still process risk-based business licensing (PBBR) with KBLI 2020. Regarding changes to KBLI regulations set by the BPS Head, the OSS system will automatically make adjustments and updates to PBBR data following the provisions of the latest KBLI.

Previously, on 18 December 2025, BPS promulgated KBLI 2025 in the form of BPS Regulation No. 7 of 2025, and released KBLI 2025 the following day. This refinement is carried out to ensure that the recording of economic activities in Indonesia remains relevant to global economic dynamics, especially related to digital economic transformation and climate change mitigation.

“With the existence of BPS Regulation No. 7 of 2025 and the Joint Circular related to implementation, we have legal certainty as well as smoothness in doing business. All processes are integrated through the OSS system, making it more efficient and accountable,” concluded Amalia.
