Jakarta (ANTARA) - The Government and Commission I of the House of Representatives (DPR RI) have agreed to form a working committee (panja) to discuss the Draft Law on Cyber Security and Resilience, also known as the RUU KKS.

During a working meeting between Commission I of the DPR RI and the Ministry of Law, the Ministry of Communication and Digital, the Ministry of State Secretariat, and the Ministry of Administrative and Bureaucratic Reform, Deputy Minister of Law Edward Omar Sharif Hiariej emphasised the importance of discussing this draft law. He stated that the state’s obligation to protect cyberspace and the digital ecosystem is vital, and the bill is expected to benefit the advancement of national security in information and communication technology, national civilisation, and national welfare.

The drafting of the Cyber Security and Resilience Bill was initiated by the Government and has been included in the 2026 National Legislative Program (Prolegnas).

Representing the government, Edward expressed the need for a comprehensive and transformative approach in discussing the draft law, which will serve as the foundation for national cyber security and resilience operations. Edward explained that the RUU KKS covers ten key areas, including the obligation to maintain information infrastructure and the regulation of criminal provisions.

The Chairman of Commission I of the DPR RI, Utut Adianto, stated that the House approves the immediate discussion of the RUU KKS and the formation of a working committee for this purpose. He noted that eight parliamentary factions have agreed to discuss the bill alongside the government.

The working committee for the RUU KKS will be led by Sukamta, a member of Commission I from the PKS Faction. The committee will consist of 23 members of the DPR RI and representatives from the government. Utut expressed hope that the government would appoint individuals who truly understand the practical needs of cyber security in Indonesia to represent them in the committee.

“This is new territory; for such a law, we must be very serious. This is not about daily activities or mere normative matters. This is about facing Indonesia’s future,” said Utut.

According to the House, the RUU KKS needs to encompass cyber security management for critical information infrastructure, including the obligation for infrastructure providers to protect the systems they own, manage, or operate. Furthermore, the bill is deemed necessary to regulate cyber resilience, including the enhancement of human resources, technology, and related business processes, as well as international cooperation in cyber security.

Other issues to be regulated include strengthening the government’s role in cyber security, including the development of standards and policies, human resource capacity building, the development of the cyber security technology industry ecosystem, and the monitoring of internet traffic anomalies. Regulations regarding funding sources, the conduct of investigations, administrative sanctions, and criminal provisions not covered by other existing laws are also slated for inclusion in the bill. Additionally, the RUU KKS is expected to regulate the implementation of technical audits regarding cyber security incidents and the participation of the public in maintaining cyber security and resilience.
