Government Agrees to Proceed with Bills for 15 Regencies/Cities to DPR Plenary Session

The Minister of Home Affairs, Muhammad Tito Karnavian, representing the government, has expressed agreement regarding the Bills concerning 15 regencies/cities to proceed to Level II Discussions. This will subsequently be deliberated during the Plenary Session of the House of Representatives (DPR RI).

“Furthermore, the government has stated its agreement to proceed to the next stage of discussion, namely Level II Discussions in the Plenary Session of the DPR RI,” Tito stated in his announcement on Monday (2/21/2026).

He made this statement during the Level I Discussion Working Meeting of the DPR RI regarding 15 Bills concerning regencies/cities in the provinces of West Kalimantan, Central Kalimantan, and South Kalimantan, held in the Meeting Room of Commission II of the DPR RI, Parliament Complex, Senayan, Jakarta, on Monday (2/21).

In previous discussions, the government and Commission II of the DPR RI agreed that the substance of the Bills should focus on three key areas: legal basis, regional arrangement, and regional characteristics. This limitation was implemented to ensure that the discussions remain effective and do not expand into other issues that could potentially prolong the legislative process.

“In principle, it has been agreed that the discussion of these three matters will be limited,” said Tito.

During the discussion process, dynamics emerged regarding the inclusion of several regency capitals across more than one sub-district. Based on the results of the Formulation and Synchronisation Teams, it was agreed that the position of a regency capital shall be listed in only one sub-district.

Representing the government, Tito expressed his appreciation to the leadership and members of Commission II of the DPR RI, the Chairs of Faction Groups (Kapoksi), the Working Committee, the Formulation Team (Timus), the Synchronisation Team, and the Leadership of Committee I of the DPD RI. Through cooperation and synergy between all parties, the discussion of the Bills has reached an agreement.

Furthermore, he emphasised that the resolution of these Bills is part of an effort to strengthen the legal foundation of regional government administration while providing legal certainty.

“With the agreement on these 15 Regency/City Bills—similar to the 20 Provincial Laws and 142 previous Regency/City Laws—the government believes that the initiatives taken by the DPR RI will strengthen the implementation of regional government, including providing certainty regarding the legal basis, particularly its constitution,” he concluded.
