Government Accelerates Spatial Plan Integration with OSS to Boost Infrastructure Investment

The government continues to accelerate the integration of Detailed Spatial Plans (RDTR) with the electronically integrated licensing system, Online Single Submission (OSS), as a strategic step to drive investment growth in the infrastructure sector.

This was conveyed by the Director General of Spatial Planning at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Suyus Windayana, whilst speaking at the thematic forum on Infrastructure Investment Process in Indonesia during the International Conference on Infrastructure (ICI) 2025, on Wednesday (11/06/2025) at the Jakarta International Convention Center.

In addition to the Director General of Spatial Planning, the forum also featured speakers from the Ministry of Investment/BKPM, the Ministry of Public Works and Public Housing, the Ministry of Environment and Forestry, and representatives from the Indonesian Chamber of Commerce and Industry (KADIN).

In his presentation, Suyus emphasised that regulatory ease and spatial planning readiness are the two principal keys to creating a conducive investment climate. One approach involves accelerating the preparation of RDTR documents directly integrated with OSS.

"To attract investors, the government has prepared regulations that simplify the process. From the Job Creation Law to Government Regulation Number 21 of 2021. These regulations provide numerous facilitations for business activities, non-business activities, and national strategic projects," said Suyus.

He added that the Ministry of ATR/BPN is targeting the preparation of 2,000 RDTR documents in the coming years, with more than 100 RDTR to be issued annually.

RDTR documents already integrated with OSS have proven to deliver significant impact in expediting the licensing process, including location permits and other business licences.

"Of approximately 350 RDTR documents already integrated with OSS, the number of investment permit applications has reached 340,000. Meanwhile, in areas that do not yet have RDTR and are not connected to OSS, only around 20,000 services have been processed. With OSS, licensing can be completed within a single day," he explained.

Furthermore, the Director General of Spatial Planning stressed the importance of Spatial Utilisation Activity Conformity (KKPR) as the gateway to business licensing. KKPR based on RDTR, he said, is a vital element for achieving planned and sustainable development.

To date, of a total of 645 RDTR documents that have been prepared, only 352 have been integrated with OSS. To accelerate the integration process, his office is preparing a joint Circular Letter with the Ministry of Investment/BKPM urging all regional heads to promptly connect their RDTR to the OSS system.

"This integration will make the process easier, faster, and certainly more attractive to investors," he affirmed.
