Government Accelerates Infrastructure and Food Recovery in Solok Raya
The government is accelerating post-disaster recovery in Solok Regency and Solok City, West Sumatra, prioritising infrastructure development, permanent housing, flood control, and restoration of affected agricultural land. Available budgets are being pushed for immediate realisation so that benefits can be felt quickly by residents.
These priorities emerged during a special monitoring and evaluation session by the Task Force for the Acceleration of Post-Disaster Rehabilitation and Reconstruction (Satgas PRR) for Sumatra in Solok Regency and Solok City, West Sumatra, on Thursday (13/8).
Head of the National Post of Satgas PRR, Wahyu Bintono Hari Bawono, inspected affected locations and coordinated with local governments, Forkopimda, BPBD, and technical regional apparatus organisations. The evaluation was conducted to ensure recovery programmes are progressing and available budgets are promptly delivering benefits to the community.
In Solok Regency, the local government has received Regional Transfer (TKD) support amounting to Rp144 billion. Health sector realisation is the highest, reaching 91 percent of an allocation exceeding Rp6 billion.
The economic sector follows with 57 percent realisation from an allocation of Rp45 billion. Meanwhile, education sector realisation stands at only around 6-7 percent from an allocation exceeding Rp3 billion, and infrastructure realisation has reached just 6.7 percent from an allocation exceeding Rp88 billion.
The low infrastructure budget realisation is due to an unfinished process of adjusting unit prices in the Budget Plan (RAB). This has held back tender implementation and physical works.
Satgas PRR is urging the Solok Regency Government to set a deadline for completing RAB documents so that all activities can immediately enter the Electronic Procurement System. This acceleration is considered important given the increasingly limited remaining time in the fiscal year.
“Unit price adjustments and RAB must be completed immediately. The remaining fiscal year time must be utilised with discipline because this infrastructure budget is directly linked to restoring connectivity and public services. We are pushing for projects to enter the procurement stage immediately so that benefits can be felt quickly by residents,” said Wahyu in a written statement on Saturday (15/8).
Satgas PRR is also paying attention to the relocation needs of 259 families whose homes were severely damaged in Solok Regency. The initial quota for permanent housing construction currently covers only 60 units.
The Solok Regency Government is being urged to immediately complete the submission for an additional quota of 199 units to the Ministry of Housing and Settlement Areas. Accelerating the legality of utilising 50 units of Fishermen’s Flats in Nagari Muaro Pingai is also part of efforts to provide housing for affected residents.
Beyond housing, handling sedimentation and wood debris from the galodo in Sungai Sawah, Nagari Junjung Sirih, needs to be strengthened. This step is important to prevent water overflow from again damaging residents’ agricultural land.
Satgas PRR will coordinate heavy equipment support with the Ministry of Public Works for handling the sedimentation. The local government is also continuing river cleaning, emergency normalisation, and provision of a transition bridge in Nagari Muaro Pingai.
In Solok City, flash floods and landslides in November 2025 affected 2,978 families or 9,375 people across nine urban villages. The disaster also damaged approximately 14 kilometres of road surfaces and four river sections.
Other damage includes 11 irrigation network points, 292 MSME facilities, one cooperative, and four drinking water supply systems. These conditions form the basis for permanent handling being prepared by the government.
As part of permanent handling, a flood control and normalisation project for Batang Gawan and Batang Lembang worth Rp170 billion is now entering a multi-year tender stage. The project is expected to provide a long-term solution for flood-prone areas.
Handling 115 hectares of affected rice fields is an urgent agenda because damage to embankments, sedimentation, and waste is disrupting water supply to agricultural land. Limited access to heavy equipment is also slowing the land recovery process.
Satgas PRR together with the Solok City Government is coordinating emergency pumpisation to maintain water supply to affected rice fields. Support for reserve seedlings and large-scale pumps will be consolidated with the Ministry of Agriculture to prevent crop failure.
Satgas PRR has confirmed that assistance to local governments will continue. Consolidation with the Ministry of Housing and Settlement Areas, the Ministry of Public Works, and the Ministry of Agriculture will also continue to be monitored until all recovery programmes are completed.
