Government Abolishes BPJS Kesehatan Classes 1, 2, and 3; Current Contribution Rates as of 2 August
Jakarta, CNBC Indonesia - What are the BPJS Kesehatan contribution rates following the abolition of classes 1, 2, and 3? As of 2 August 2026, participants continue to pay contributions at the old rates because the government has not yet determined the new contribution amounts under the Standard Inpatient Care (KRIS) scheme.
This means that BPJS Kesehatan participants are still paying contributions according to previously applicable regulations. The government is maintaining the old tariffs during the transition process towards the full implementation of the KRIS system.
Minister of Health Budi Gunadi Sadikin previously stated that BPJS Kesehatan contribution rates are unlikely to change despite the removal of the class system. He noted that KRIS is designed with a fixed cost structure to ensure it does not burden participants.
“BPJS KRIS should be implemented starting this year, but gradually over two years,” Buju stated in a recent briefing quoted on Sunday (2/8/2026).
“The rates have not been determined yet, but there should be no change because it is designed with the same pricing,” he added.
For information, the government is abolishing the BPJS Kesehatan class 1, 2, and 3 system through Presidential Regulation Number 59 of 2024. In its place, all participants will receive inpatient services with the same standard through the KRIS scheme.
The implementation of KRIS will be carried out in stages. While waiting for the determination of new rates, the amount of participant contributions still refers to current provisions.
Contribution regulations refer to Presidential Regulation Number 63 of 2022. This regulation also stipulates that contributions must be paid no later than the 10th of each month. Furthermore, as of 1 July 2026, there are no late payment penalties.
However, penalties will still be imposed if a participant uses inpatient services within 45 days after their membership status becomes active again.
The following are the details of the BPJS Kesehatan contributions that remain in effect:
Recipients of Contribution Assistance (PBI): Contributions for PBI participants are paid entirely by the government.
Wage Recipients (PPU) in government agencies: Includes Civil Servants (PNS), members of the TNI, Polri, state officials, and non-ASN government employees. The contribution amount is 5% of the monthly salary, with 4% paid by the employer and 1% by the participant.
PPU in SOEs (BUMN), Regional SOEs (BUMD), and private companies: Contributions are 5% of the monthly salary, consisting of 4% paid by the employer and 1% by the employee.
Additional family members of PPU: For the fourth child and onwards, as well as fathers, mothers, and parents-in-law, a contribution of 1% of each person’s monthly salary is charged and paid by the employee.
Non-Wage Earners (PBPU), non-workers, and other relatives:
Rp42,000 per person per month for inpatient benefits previously under Class III. Of this amount, the participant pays Rp35,000 and the government provides a subsidy of Rp7,000.
Rp100,000 per person per month for inpatient benefits previously under Class II.
Rp150,000 per person per month for inpatient benefits previously under Class I.
- Veterans and Independence Pioneers: Contributions are set at 5% of 45% of the basic salary of Grade III/a Civil Servants with 14 years of service per month, paid by the government.
