Gorontalo PMPTSP Office Resolves Palm Oil Company's Licensing Issues

The Gorontalo Investment and One-Stop Integrated Services Office (DPMPTSP) has resolved licensing issues for PT Agro Artha Surya (PT AAS) that had been ongoing since 2018. The resolution was achieved through a dialogue initiated by the government and the business actor. The issue stemmed from a recommendation by the Palm Oil Special Committee (Pansus Sawit) regarding several unfulfilled licensing obligations, including an industrial permit that PT AAS had not yet obtained. Sri Wahyuni, Head of the Gorontalo DPMPTSP, stated that her office pushed for the matter to be discussed not only at the regional government level but also to involve the relevant central government authorities, namely the Investment Coordinating Board (BKPM) and the Ministry of Industry, to achieve a comprehensive understanding and resolution. A hybrid dialogue was subsequently held, led by the Director of Region V at the Deputy for Investment Implementation Control, and attended by the Ministry of Industry, the Gorontalo Province Industry and Trade Office, and relevant directorates within BKPM. Sri Wahyuni explained that based on the BKPM clarification referring to IUP No. 130 of 2013, PT Agro Artha Surya already possesses an integrated oil palm plantation business permit and a palm oil processing factory industrial permit. Therefore, the plantation and industrial permits are already integrated. However, to update the status in the OSS-RBA system, the company is required to renew its Business Activity Number (NKU) so that the Company Standard Certificate can be issued and the permit will be listed. This will also allow the company to immediately submit its Investment Activity Report (LKPM) on a quarterly basis as required. In addition, the company must adjust addendums to basic licensing requirements, including environmental approval and Building Approval/Certificate of Functionality (PBG/SLF), coordinate with relevant technical regional apparatus organisations (OPD) regarding raw material fulfilment, and complete the Business Licensing for Supporting Business Activities (PB UMKU). Sri Wahyuni expressed hope that through these steps, all of PT Agro Artha Surya’s licensing obligations can be promptly fulfilled, allowing business activities to proceed in accordance with regulations and providing legal certainty for investment in Gorontalo Province.
