Gorontalo PMPTSP Office Resolves Palm Oil Company's Licensing Issues

Issues that had persisted since 2018 concerning several unmet licensing obligations by PT Agro Artha Surya (PT AAS) have finally been resolved through dialogue initiated between the government and the business operator.

The matter stemmed from a recommendation by the Palm Oil Special Committee regarding problems left unresolved for several years, including an industrial permit that PT AAS had not yet obtained, which became homework for the PMPTSP Office.

“We are pushing for this issue to be discussed not only at the regional government level, but also involving the central government, in this case BKPM and the Ministry of Industry, so that a comprehensive understanding and resolution can be achieved,” said Sri Wahyuni, Head of the Investment and One-Stop Integrated Services Office (PMPTSP) of Gorontalo Province, on Friday, 24 July 2026.

A hybrid dialogue was held together with the Ministry of Investment and Downstream Industries/BKPM and PT AAS, chaired by the Regional Director V of the Deputy for Investment Implementation Supervision, and attended by the Ministry of Industry, the Gorontalo Provincial Industry and Trade Office, and the relevant directorates within BKPM.

Sri Wahyuni explained that, based on BKPM’s clarification of Mining Business Licence (IUP) No. 130 of 2013, PT Agro Artha Surya already holds an integrated palm oil plantation business licence covering the palm oil processing mill, meaning the plantation licence is already integrated with the industrial licence. However, for the status to be updated in the OSS-RBA system, the company must renew its Business Activity Number (NKU) so that the Company Standard Certificate can be issued, the licence recorded, and the company can then submit its quarterly Investment Activity Reports (LKPM) as required.

In addition, the company has been asked to adjust the addendum to its basic licensing requirements, including environmental approval and the Building Approval/Building Feasibility Certificate (PBG/SLF), to coordinate with the relevant technical agencies on raw material supply, and to complete the Business Licence to Support Business Activities (PB UMKU).

“Through these steps, it is hoped that all of PT Agro Artha Surya’s licensing obligations can soon be fulfilled, so that its business activities can run in accordance with regulations and provide legal certainty for investment in Gorontalo Province,” said Sri Wahyuni.
