Jakarta, CNBC Indonesia - The Indonesian government, through the Ministry of Digital Communication (Komdigi), has issued PP Tunas as the legal framework for child protection in the social media era. This regulation is reinforced by Komdigi Ministerial Regulation No. 9 of 2026, which prohibits children under 16 years old from accessing social media.

Social media platform providers operating in Indonesia are also required to comply with the applicable rules. So far, Roblox and TikTok are said to be in a ‘partially cooperative’ status.

“Both have submitted written commitments and are gradually making adjustments to meet the PP Tunas provisions,” said the Director General of Digital Space Supervision at Komdigi, Alexander Sabar, in a statement to CNBC Indonesia on Saturday (11/4/2026).

Furthermore, Meta and Google were previously in the spotlight for allegedly not meeting the PP Tunas requirements. After receiving two warning letters, Meta finally visited Komdigi’s office on Monday (6/4) and held direct discussions with Alexander. The meeting took place from 10:00 WIB to 14:35.

“Based on the examination results that have been conducted, Meta has fulfilled its child protection obligations and is declared compliant with the PP Tunas policy,” stated Alexander’s explanation.

So, what about Google? Previously, Komdigi had sent a summons letter to Google. The search engine giant, which oversees the social media platform YouTube, also underwent an examination on Tuesday (7/4).

After the examination, Alexander said Google has not yet met PP Tunas compliance, so the government imposed an administrative sanction in the form of the first written reprimand on 9 April 2026.

“Based on that written reprimand sanction, Google is required to immediately achieve PP Tunas compliance within a period of 7 days from the imposition of the said administrative sanction,” said Alexander.

Deadline for Social Media Applications

Alexander explained that the implementation of PP Tunas has started since 28 March 2026, as the initial point of application by Electronic System Operators (PSE) or social media applications.

Furthermore, no later than 3 months since PP Tunas was enacted, every PSE is required to submit the results of self-assessment to Komdigi regarding the identification of services used or potentially accessed by children. This includes the protection mechanisms and age verification applied.

“The results of that self-assessment will then be verified by Komdigi to determine the risk profile of Products, Services, and Features (PLF), whether they are low or high risk, which will subsequently serve as the basis for applying child protection obligations in the digital space,” Alex explained.

The success of PP Tunas will be measured by two interrelated indicators. First, the level of digital platform compliance in implementing comprehensive protection systems.

“Second, the real impact in the digital space, namely a reduction in cases of exploitation, bullying, and exposure to negative content for children. Both must go hand in hand to realise a safer digital space for children,” said Alexander.

As for Roblox and TikTok, which are stated to have partial cooperative status, they are not necessarily safe for the next compliance stage.

“We continue to monitor their compliance, where if those obligations are not met within the specified time frame, their status can be escalated to the examination stage for alleged violations,” Alex explained.
