Google Reprimanded by Komdigi for Non-Compliance with PP Tunas, TikTok and Roblox Receive Warnings
The Ministry of Communication and Digital (Komdigi) has imposed an administrative sanction in the form of a reprimand letter to Google, the operator of YouTube, for failing to comply with Government Regulation No. 17 of 2025 on the Governance of Electronic Systems in Child Protection (PP Tunas). The reprimand was issued after the government assessed that YouTube has not fulfilled its compliance obligations under the regulation, which aims to ensure a safe and child-friendly digital space in Indonesia. “We issued it today, in accordance with the Director General’s letter issued today, which is a sanction in the form of a reprimand letter to Google,” said Minister of Communication and Digital (Menkomdigi) Meutya Hafid when met on Thursday (9/4/2026). Based on the results of an inspection by the Directorate General of Digital Space Supervision on 7 April 2026, YouTube was deemed not to have met several obligations in implementing PP Tunas and has not shown commitment to promptly adjusting to applicable legal provisions in Indonesia. “We have indeed intended to be open from the start. This policy is very close to the public, so it needs to be conveyed that the government is giving a red note to Google, which oversees YouTube,” she said. Komdigi emphasised that the administrative sanction is part of the stages of law enforcement. Nevertheless, the government is still awaiting corrective actions from Google. “I don’t want to speculate because I am still positive that the platform will comply and adhere to the law in Indonesia,” said Meutya. In addition to reprimanding Google, Komdigi has also requested all Electronic System Operators (PSE) to promptly fulfil their obligations for self-assessment of platform risk profiles. “To other platforms, report the results of self-assessment of risk profiles for all digital platforms within three months,” said Meutya. The eight platforms in the initial implementation phase of this policy include Facebook, Instagram, Threads, X, Bigo Live, YouTube, TikTok, and Roblox. To date, YouTube is said to be the only platform on that list that has not met the requirements.
