Golkar Targets Completion of Regional Bond Bill Academic Paper by August

The Golkar Party faction in the MPR targets the completion of the academic paper for the Regional Bond Bill draft Law (RUU) by August this year. Golkar hopes that once the academic paper is finalised, the Bill can be promptly discussed within the national legislative programme (Proleglar).

“We are currently drafting the academic paper. We are about to begin Chapter 1, and we hope that the academic paper can be completed by August, after which we will officially submit it to the DPR to be included in the Prolegnas and discussed as a law,” stated the Chairman of the Golkar Party faction in the MPR, Melchius Markus Mekeng, during a public discussion on the Regional Bond Law in the Pondok Aren area, South Tangerang, on Monday (8/6/2026).

Mekeng explained that Golkar has communicated with the Deputy Speaker of the DPR, Sufmi Dasco Ahmad, who reportedly agrees with the proposal. “We have also communicated with the government’s party (Gerindra), Mr Dasco, and he is very much in agreement,” he said.

Mekeng mentioned that his party will conduct an audience with Dasco to formally present the objectives of the Regional Bond Bill. He targets the Regional Bond Bill to be established by 2027, drawing on his experience during the drafting of the State Debt Securities Act in 2002, which he noted led to rapid national development. “We truly hope that the law can be in place by next year. From my experience when we drafted the State Debt Securities Act in 2002, the market for state debt securities expanded rapidly,” he added.
