Golkar Supports Natural Resource Export Proceeds Policy for Public Prosperity
The Golkar Party faction of the MPR RI supports the government’s policy concerning the obligation to place natural resource export proceeds (DHE SDA) domestically, as stipulated in Government Regulation Number 21 of 2026, which is set to take effect on 1 June 2026. This support stems from the view that the policy aligns with the constitutional mandate to achieve the greatest possible prosperity for the people.
The Chairman of the Golkar Party faction in the MPR RI, Melchias Markus Mekeng, stated in Jakarta on Thursday that the policy has a strong foundation in the Preamble of the 194 Dissemination of the 1945 Constitution and Article 33, which regulates state control over important production branches and the management of natural resources for public welfare.
“This means all national economic policies must be tested against one primary measure: whether the policy increases public welfare and social justice. Therefore, natural resource export policies should not merely aim to maximise corporate profits but must ensure the greatest possible benefits for all Indonesian people,” Mekeng said in a press statement at the Senayan Parliamentary Complex, Jakarta.
According to Mekeng, the policy of placing DHE SDA is an instrument to ensure that the economic benefits from the export of strategic commodities—such as nickel, coal, palm oil, and other minerals—can contribute more significantly to the national economy. He emphasised that the benefits must extend beyond corporations to the Indonesian people at large.
“From this norm, two important principles emerge: first, the state has the constitutional right to control the management of natural resources. Second, such control must aim for the greatest prosperity of the people. Since the commodities targeted by this single-door export policy are part of the national natural wealth, the policy possesses a strong constitutional basis,” he added.
In addition to the 1945 Constitution, Golkar also considers the policy to be in line with MPR Decree Number XVI/MPR/1998, which emphasises the direction of national economic development towards strengthening equality, increasing the role of national business actors, and preventing the concentration of economic power within specific groups.
“We want to address the issue that the economy should not be controlled by only a few people. We often hear that the economy is controlled by only one per cent of the Indonesian population. This is unjust. Therefore, we fully support the policy taken by President Prabowo,” Mekeng stated firmly.
He added that the provisions in the MPR Decree also mandate the prevention of asset accumulation and the concentration of economic power, which contradicts the principle of social justice. “This is very strong. President Prabowo intends to change the structure of national economic control,” he remarked.
Golkar views the DHE SDA policy as part of an effort to strengthen national economic sovereignty, increase the benefits of exports for the domestic economy, and ensure that the management of natural resources provides greater added value for the broader community.
