Coordinating Minister for Law and Human Rights Yusril Ihza Mahendra has proposed that every political party should secure at least 13 seats, corresponding to the number of commissions in the House of Representatives (DPR RI), as the threshold for legislative elections. Member of Commission II of the DPR, Ahmad Irawan, stated that the proposal was indeed discussed previously.

“Regarding the parliamentary threshold, this is an open legal policy. Therefore, its determination is left to the lawmakers, namely the President and the DPR. The size must certainly have a constitutional basis and argumentation,” Irawan told reporters on Friday (1/5/2026).

“Argumentation such as that presented by Prof Yusril has long been a topic of discussion among us, regarding the minimum threshold and/or the basis for the needs of AKD (parliamentary support tools), including the merger of various parties to form factions,” added this Golkar politician.

Irawan mentioned that AKD in the DPR is not only commissions. There are also councils and the honorary court, all of which are currently being calculated and examined in depth.

“If the basis is AKD, it is possible that the number of DPR RI members from a party needed is a minimum of around 2-3 times the AKD requirement. So, equivalent to what percentage threshold is being simulated,” he said.

“This includes the effectiveness of party support in parliament to form and strengthen the presidential government. So, the number of seats in a faction should not be just barely sufficient,” he added.

Yusril’s Proposal for Parliamentary Threshold

Previously, Yusril proposed using the number of commissions in the DPR RI as the threshold for political parties participating in legislative elections. He suggested that every political party must obtain at least 13 seats in the DPR RI because there are 13 commissions in the DPR RI.

“For example, the reference could be how many commissions there are in the DPR. Now, that is regulated in the standing orders, but it should be regulated in the law,” Yusril said, as quoted by Antara on Thursday (30/4).

He stated that parties unable to reach 13 seats could form a coalition with a combined membership of at least 13 seats or more. Alternatively, they could join a larger party faction.

“In this way, no votes are lost, and it is fair enough for all of us,” he said.

The proposal emerged while the DPR was still discussing revisions to the Election Law. The revision process is ongoing, and the parliamentary threshold issue is one of the sensitive topics.
