Golkar Proposes 4% Parliamentary Threshold for Provincial DPRD, 3% for Regency/City DPRD
Jakarta - The Golkar Party has proposed a parliamentary threshold for DPRD legislative elections of 4% at the provincial level and 3% at the regency/city level in the revision of the Election Law.
Golkar Deputy Chairman Ahmad Doli Kurnia explained that this scheme is part of a tiered threshold design that also includes the DPR RI.
“For example, 5-4-3. 5% for the DPR RI, 4% for the Provincial DPRD, and 3% for the Regency/City DPRD,” Doli said when contacted on Wednesday (22/4/2026).
“I believe 4-6% is an ideal figure. With the condition that the parliamentary threshold is applied not only to the DPR RI but also to the Provincial DPRD and Regency/City DPRD in a tiered manner,” Doli stated.
“As much as possible, we must ensure that the people’s votes truly matter. We must strive to fulfil the OPOVOV principle (One Person, One Vote, One Value). However, we must also consider the governability aspect, ensuring that after the election, all its products, namely the government, can run well,” Doli said.
He desires political stability through the parliamentary threshold at the central and regional levels.
“To that end, political stability is also needed through the consolidation of relatively uncomplicated political forces. Especially since our system of government is presidential, which must be supported by a simple multi-party parliamentary system,” continued the member of Commission II of the DPR.
“I think 5% provides enough room for political parties to compete, but later combined in the MD3 Law by adding a factional threshold to support the presidential system of government to run effectively. Ideally, the factional threshold is twice the number of council tools so that DPR members do not hold multiple positions,” said Sarmuji.
He explained that regulations on factions are also necessary to increase the effectiveness of decision-making in parliament.
“Faction grouping if there is a party that passes the parliamentary threshold but does not meet twice the number of council tools. So that decision-making in parliament is more effective,” said Sarmuji.
The proposal was put forward following Gerindra’s statement that it is still studying the size of the threshold to be regulated in the Election Bill.
Deputy Chairman of the DPR RI from the Gerindra Faction, Sufmi Dasco Ahmad, previously said that his party is seeking a threshold size in the revision of the Election Law (Election Bill) that does not burden other political parties.
According to Dasco, discussions regarding the threshold are still in the early stages and have not been decided, with several options still being reviewed by each political party.
