Golkar Party Secretary-General Sarmuji stated to reporters on Thursday (30/4/2026) that the proposal is actually more appropriate as a requirement for forming a faction, not a parliamentary threshold.

He said Golkar proposes a faction threshold of twice the number of House apparatus. He noted that DPR members from parties with few seats are often the busiest in the legislature.

“If that’s what is meant, then we propose a faction formation threshold of twice the number of apparatus. Based on experience, DPR members from parties with few seats are actually the busiest because they often have overlapping schedules between commissions and other apparatus like Baleg, Banggar, or other AKD,” he said.

This Chairman of the Golkar Faction in the DPR RI assessed that the ideal parliamentary threshold is 5 percent. It is known that the parliamentary threshold in the 2024 Election was 4 percent.

“For the parliamentary threshold, we propose a moderate figure, namely 5 percent. Slightly above the previous election’s parliamentary threshold,” he said.

“It’s quite ideal because all parties should still have a chance to achieve it; it’s up to the people to decide. A combination of parliamentary threshold and faction formation threshold will help the presidential system run more effectively,” he added.

For information, Yusril proposed that the number of commissions in the DPR RI be used as the threshold for political parties participating in legislative elections. He proposed that each political party must obtain at least 13 seats in the DPR RI because there are 13 commissions in the DPR RI.

“For example, the reference should actually be how many commissions there are in the DPR. That’s now regulated in the standing orders, but it should be regulated in the law,” said Yusril, quoted by Antara on Thursday (30/4).

He said parties that cannot reach 13 seats can form a joint coalition also consisting of at least 13 seats or more. In addition, they can join the faction of a larger party.

“In this way, no votes are lost, and it’s fair enough for all of us,” he said.

The proposal emerged while the DPR is still discussing revisions to the Election Law. The revision process itself is ongoing, and the parliamentary threshold issue is one of the sensitive ones.
