Deputy Chairman of the Golkar Faction in the House of Representatives, Hamka B. Kady, has called for strict oversight of the implementation of the Domestic Workers Protection Law (UU PPRT). He stated that if violations of domestic workers’ (PRT) rights are found in the field, companies or employers should be sanctioned.

“Oversight must not be merely formalistic. There must be firm sanctions for every violation, so that this law truly has binding force and provides real protection for workers,” said Hamka in a written statement on Friday (24/4/2026).

This House of Representatives member views the UU PPRT as a significant milestone in providing recognition and legal protection for PRT in vulnerable positions. According to him, domestic workers often face various issues, such as unclear wages, uncertain working hours, and potential violence.

“With the presence of this law, the state is seen to be providing more adequate protection,” Hamka said.

“The success of a law is not only measured by its enactment, but by how much its benefits are directly felt by the community,” he added.

He reminded that the success of the UU PPRT requires a change in societal perspectives towards domestic workers. Hamka emphasised that PRT must be viewed as professional workers.

“Protection is not enough through regulation alone. There must be a cultural change. Domestic workers must be seen as professional workers who have rights, dignity, and important contributions to our social life,” he stated.

It is known that the enactment of the Domestic Workers Protection Bill into law took place in the plenary session room of the House of Representatives, Senayan, Jakarta, on Tuesday (21/4/2026). This law regulates the rights, responsibilities, and obligations of placement agencies or employers towards PRT.

In the draft of the UU PPRT received by detikcom on Tuesday (21/4/2026), it is explained that the Domestic Workers Placement Company, hereinafter referred to as P3RT, is a legal entity business. This company has obtained a business licence to provide domestic workers placement services.

P3RT is bound by several regulations. Among them, it is prohibited from deducting PRT wages to withholding personal documents. This is affirmed in Article 28.

Furthermore, this law also regulates the rights of PRT. PRT are entitled to social security and leave as agreed.

This law also regulates the resolution of disputes involving employers, P3RT, and PRT. Resolution is carried out through deliberation and mediation. This is regulated in Articles 31 and 32.
