The Public Housing Savings Management Agency (BP Tapera) has officially opened access to mortgages with a 0% down payment scheme for Gojek driver-partners. This policy is part of the government’s efforts to expand access to decent housing for informal sector workers classified as Low-Income Communities (MBR).

Deputy Commissioner for Fund Utilisation at BP Tapera, Sid Herdi Kusuma, explained that the facility was realised through the signing of a Cooperation Agreement between BP Tapera and PT GoTo Gojek Tokopedia Tbk. This strategic partnership is planned to run until 2027.

“Through this cooperation, Gojek Driver Partners who meet the MBR requirements can access mortgages with a 0% down payment through the Sejahtera Mortgage scheme under the Housing Financing Liquidity Facility (FLPP),” said Sid Herdi in Jakarta on Friday (3/7).

Sid Herdi added that this convenience is supported by adjustments to the Financial Information Service System (SLIK) provisions by the Financial Services Authority (OJK). This provides greater opportunities for informal workers to pass banking verification under the Three Million Houses Programme, which is currently a government priority.

Based on BP Tapera data as of 2 July 2026, the realisation of FLPP distribution has reached 93,339 housing units with a total financing value of Rp11.60 trillion. Private sector workers still dominate the beneficiaries with 61,126 units (65.49%), followed by self-employed individuals with 15,890 units (17.02%).

Meanwhile, the Civil Servant (PNS) group recorded 7,643 units (8.19%) and TNI/Polri personnel 1,394 units (1.49%). With the inclusion of ojol partners in the 0% down payment scheme, the government hopes that home ownership figures in the informal sector will continue to increase significantly across various regions.

“With the 0% down payment scheme, verified partners no longer need to provide a down payment, making the process of owning a first home easier and more affordable,” concluded Sid Herdi.
