Gilimanuk-Mengwi Toll Road Tender to Begin in December, Scope Reduced to 42 km

Bali Governor Wayan Koster has been assured by the Ministry of Public Works that the tender process for the Gilimanuk-Mengwi toll road project will commence in December. Koster stated that during a working meeting at the House of Representatives’ Commission IV, the Deputy Minister of Public Works confirmed the programme is proceeding, with an evaluation of the route currently underway and the tender planned for the end of the year. Koster also raised the issue of the project’s progress with the Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono, during a regional development coordination meeting for Bali.

Director General of Highways at the Ministry of Public Works, Roy Rizali Anwar, added that for the 2025-2029 period, the focus will be on the 4B sector, Soka, and the Soka-Mengwi stretch, spanning a total of 35.52 kilometres. He noted that completion is targeted for the third quarter of 2028, with land acquisition documents and the environmental impact analysis (Amdal) and traffic impact analysis (Andalalin) master documents also being prepared. Anwar explained that the speed of construction depends on the completion of criteria documents, expressing hope that the procurement process can proceed as soon as possible.

The Ministry of Public Works is set to reduce the length of the Gilimanuk-Mengwi Toll Road project in Bali. The original plan for a stretch of approximately 96 kilometres from Gilimanuk to Mengwi has been cut to around 42 kilometres. Acting Director General of Infrastructure Financing at the Ministry, Ni Komang Rasminiati, stated that the government has reviewed the project’s feasibility study. The previous scope, which was the longest toll road project in Bali, reportedly failed to attract sufficient investor interest. The revised scope will now focus on the route from Pekutatan to Mengwi, covering approximately 42 kilometres.
