Gianyar Riverbank Regulation Passed, Riverbanks to be Reorganised
The local regulation (Perda) concerning riverbank boundaries has been officially passed by the Gianyar Regional House of Representatives (DPRD). Consequently, the Gianyar Regency government now possesses the legal basis to regulate usage and activities along the riverbanks.
“The Gianyar DPRD initiative draft regulation on riverbank management has been established as a local regulation,” stated the Regent of Gianyar, I Made Agus Mahayastra, in a statement on Thursday (10/09/2026).
Mahayastra noted that the regulation will strengthen the Gianyar Regency government’s efforts to protect riverbank areas. The objective is to maintain environmental sustainability and control spatial utilisation in a sustainable manner.
This means the local government can carry out enforcement, based on legal rules, if the use of riverbanks poses a risk of triggering disasters. For instance, this includes riverbank activities that risk causing floods, erosion, and landslides.
“This Draft Local Regulation is a strategic and visionary step in strengthening the protection of riverbank areas,” said Mahayastra.
Mahayastra expressed full support for the enactment of the regulation on Riverbank Management. According to him, the regulation provides legal certainty in the management of riverbank areas within the Gianyar Regency.
Riverbank management must be realised through orderly, sustainable, and environmentally conscious area management, while balancing environmental protection interests with community needs.
“This regulation is not only oriented towards enforcement, but also towards strengthening ecological, social, and economic functions. Riverbanks also serve as green open spaces, water absorption areas, and safe, productive public spaces,” he added.
In addition to the riverbank regulation, the draft regulation for the 2026 Gianyar Regional Budget (APBD) amendment was also passed during the plenary session. This pertains to the amendment of local regulation number 12 of 2025 regarding the 2026 Gianyar Regency budget amendment.
“The discussion of the 2026 Budget Amendment Draft Regulation has resulted in the best decision for the people of Gianyar,” he concluded.
