Gianyar Regional Parliament Demands On-Target 2026 Budget Amendment

The Regional Representative Council (DPRD) of Gianyar Regency, Bali, has emphasised on-target and transparent budget management in deliberations on the 2026 Draft Amendment to the Regional Revenue and Expenditure Budget (APBD).

“We hope that all development programmes and budget management are carried out transparently, accountably, on time, and truly bring benefits to the people of Gianyar,” said Deputy Speaker of the Gianyar DPRD, I Ketut Astawa Suyasa, in Gianyar on Tuesday.

He made the remarks during a plenary session of the Gianyar DPRD on the agenda of delivering faction views on the 2026 Draft APBD Amendment.

According to him, several sectors are receiving the council’s attention, ranging from strengthening micro, small and medium enterprises (MSMEs) and agriculture, improving the quality of education and health services, equitable infrastructure distribution, and the transparency and accountability of regional financial management.

The DPRD also hopes the 2026 APBD Amendment will prioritise MSME empowerment, social protection for underprivileged residents, the preservation of arts and culture, the environment, and bureaucratic reform.

“We hope the 2026 APBD Amendment is truly pro-people, answers the needs of the community, and that every rupiah of the budget delivers real benefits for the welfare of the people of Gianyar,” he said.

The Gianyar DPRD also commended the regency government’s commitment to improving access to health services through the Free Health Cost Programme (BK).

However, the council highlighted the deactivation of a number of recipients of the Indonesian Health Card for Contribution Assistance Beneficiaries (KIS PBI) from the central government, as well as issues over BPJS Kesehatan coverage for certain medicines and medical procedures.

The DPRD hopes the regional government will collect data on affected residents and prepare solutions through a PBI scheme funded by the APBD or financial assistance in accordance with the regulations.

Beyond health services, the DPRD urged the regional government to complete the construction and repair of roads still suffering damage in the next fiscal year.

The DPRD also flagged the 8.22 per cent reduction in the regional levy revenue target in the 2026 Draft APBD Amendment, and requested an explanation from the regional government on the budget allocation for repairing damaged agricultural irrigation networks.

Earlier, the Gianyar Regency Government proposed raising the locally generated revenue (PAD) target by Rp33.6 billion in the 2026 Draft APBD Amendment, bringing it to Rp2.43 trillion.

The regional government is, among other measures, working to strengthen the tax base through taxpayer registration as well as tax extensification and intensification to support PAD.

The PAD target represents around 71.3 per cent of total regional revenue in the 2026 Draft APBD Amendment of Rp3.41 trillion.

In addition to PAD, regional revenue is planned to come from transfer income of around Rp980 billion and other legitimate regional income of around Rp3 billion.

The plenary session delivering the faction views of the Gianyar DPRD was also attended by Deputy Regent of Gianyar, Anak Agung Gde Mayun.
