Gianyar Legislative Council Calls for Equitable Road Development
The equitable distribution of infrastructure development in Gianyar came under scrutiny during a plenary meeting of the Gianyar Regional House of Representatives (DPRD), including repairs to pavements and roads in several areas.
The Indonesian Democratic Party of Struggle (PDI-P) faction welcomed the road-improvement projects undertaken by the Gianyar Regency Government, but urged it to ensure infrastructure development was spread evenly across the regency.
“The regional budget reflects the direction of local development policy. It is an instrument for improving public welfare, providing public services, building infrastructure and strengthening the community’s economy,” Gianyar DPRD Speaker I Made Suteja said at a plenary meeting on the factions’ general views at the council office on Monday (12 October 2026).
The Golkar faction also highlighted road development. It said road repairs and construction should cover villages throughout Gianyar.
“Rural road development needs attention so that the benefits of development can be felt more evenly,” Suteja said.
The Gerindra faction took a similar view, saying that the completion of road construction projects and improvements to road quality in Gianyar in 2027 should be assured.
Gerindra also drew attention to other infrastructure, including repairs to irrigation networks and the rehabilitation of damaged schools.
“The Gerindra faction stressed the importance of repairing irrigation networks, rehabilitating damaged schools, and ensuring that road construction and improvement projects are completed in 2027,” he said.
The United Democrats faction sought clarification on infrastructure priorities. The meeting also discussed strategies to increase locally generated revenue (PAD) from tourism, levies and regional asset management, as well as commitments to spending efficiency and preventing budget leakages.
“Overall, the four factions emphasised that the regional budget must be drawn up based on community needs, have measurable targets, and be managed transparently and accountably,” Suteja said.
The revenue target in the 2027 draft regional budget is more than Rp3.751 trillion, comprising more than Rp2.478 trillion in locally generated revenue and more than Rp1.272 trillion in transfer income.
Regional expenditure is planned at more than Rp3.690 trillion.
“Although they have made several comments and raised questions, the four factions have in principle accepted the draft Gianyar Regency Regional Regulation on the 2027 fiscal-year budget for the next stage of deliberations, in accordance with the applicable procedures and legislation,” Suteja said.
