Jakarta, CNBC Indonesia - The government has assured that the 13th month salary for Civil Servants (ASN/PNS) will be paid this year at the earliest in June 2026. Based on Government Regulation Number 9 of 2026, the 13th month salary will be disbursed to Civil Servants (PNS), candidate PNS, Government Employees with Work Agreements (PPPK), TNI soldiers, Polri members, and state officials. In the regulation, the provision of the 13th month salary is described as a form of appreciation for dedication to the nation and state, taking into account the state’s financial capacity. The components received by ASN in the 13th month salary include base salary, attached allowances, and performance allowances in accordance with applicable provisions. “The thirteenth salary is not subject to deduction of contributions and/or other deductions based on the provisions of laws and regulations,” states Article 16 paragraph 2 of Government Regulation Number 9 of 2026, quoted on Sunday (5/4/2026). Specifically for Government Employees with Work Agreements (PPPK), there are several provisions. For PPPK with less than one year of service, THR and the 13th month salary are given proportionally. “PPPK with less than 1 calendar month of service before the 2026 New Year Holiday will not receive holiday allowances, and PPPK with less than 1 calendar month of service before 1 June 2026 will not receive the thirteenth salary,” states Article 9 paragraph 14. In addition to PPPK, the regulation also governs rights for candidate PNS or CPNS. For CPNS whose budget comes from the APBN, the components of THR and the 13th month salary include 80% of base salary plus food, general allowances, and performance allowances according to position. Meanwhile, for CPNS using regional budgets or APBD, the components received are relatively the same. However, there is additional income that can be provided by local governments, with the amount adjusted to each region’s fiscal capacity. “Additional income at most equal to what is received in 1 month for regional agencies that provide additional income, taking into account the regional fiscal capacity and in accordance with laws and regulations, according to rank, position, job rank, or job class,” it states.
