The gratifications case involving ‘phantom money’ for three members of the West Nusa Tenggara (NTB) Provincial Council (DPRD) was heard again at the Mataram Corruption Court (Tipikor) on Wednesday (6/5/2026). The defendants in this case are Indra Jaya Usman alias IJU, Hamdan Kasim, and Muhammad Nashib Ikroman alias Acip.

The public prosecutor (JPU) presented several witnesses. One of them was Syuciati, the wife of NTB DPRD member from the Gerindra Party, Yasin. Syuciati stated that her husband received Rp 200 million from defendant Indra Jaya Usman. However, the money was returned.

Initially, she visited IJU’s house together with someone named Ibrahim, who is her husband’s cousin. “We came with Pak Ibrahim, just the two of us,” Syuciati said in the Mataram Corruption Court room on Wednesday (6/5/2026).

The two came on their own initiative. The purpose was to return the money that had previously been received from IJU. “To return the money, to return the entrusted item. The item entrusted at my house, which was taken by Pak Yasin, (entrusted by) Pak IJU,” she said.

Syuciati and Ibrahim arrived at IJU’s house at night. At that time, Syuciati saw IJU with his wife and two other people. “There were four of them. They were surprised, ‘why come here so late at night’. I said, I am Pak Yasin’s wife. Then I spoke to his wife, Pak Yasin wants to talk to Pak IJU. Then I handed my phone to Pak IJU to talk with Pak Yasin,” Syuciati recounted, imitating her words at the time.

According to Syuciati, she did not know the content of the conversation between her husband and defendant IJU. “They talked in the room,” she said.

That night, there was no handover of the money to be returned. The return of the money was done the next day. The money was returned by Ibrahim. “I did not join,” she added.

It is known that the distribution of money within the NTB DPRD stemmed from the Desa Berdaya programme. That programme is one of the priority programmes of NTB Governor Lalu Muhammad Iqbal, budgeted at Rp 76 billion from the governor’s directive.

Iqbal assigned the programme to be handled by the newly elected NTB DPRD members for the 2024-2029 period, asking the three defendants to socialise it to other NTB DPRD members.
