Gen Z Most Prevalent Among Civil Servants at National Nutrition Agency, Indonesia's Teachers and Healthcare Workers Dominated by Millennials

Jakarta, CNBC Indonesia – The number of Civil Servants (ASN) has reached 6.54 million, an increase of 1.81 million compared to the Semester II-2024 figure of 4.73 million. The majority of civil servants are dominated by Generation Y, or millennials, numbering 3.54 million or 54% of the latest ASN data. This is followed by Generation X at 2.38 million (37%), Generation Z at 586,756 (9%), and Baby Boomers at 26,417 (0.4%). ‘This productive age dominance presents a significant opportunity from the ASN demographic bonus to optimise bureaucratic performance,’ according to the ASN Statistical Book for Semester II-2025, Tuesday, 26 May 2026. Millennials, born between 1981 and 1996, dominate teaching positions within the civil service, with 2.29 million teachers as of 31 December 2025, according to the ASN Statistical Book for Semester II-2025. Of these, 1.23 million (54%) are millennials, followed by Generation X at 939,462 (41%), Generation Z at 125,395 (5%), and Baby Boomers at 3,283 (0.1%). Most teachers are permanent civil servants (PNS) at 1.13 million (50% of total teaching ASN), with the remainder being contract-based government employees (PPPK) at 989,401 (43%) and part-time PPPK at 170,515 (7%). The majority are under regional authorities at 2.11 million (92%), with central government institutions accounting for 180,150 (8%). A similar trend is seen in healthcare workers (nakes), dominated by millennials. As of 31 December 2025, there were 849,829 ASN healthcare workers, comprising 499,903 PNS (59%), 268,019 PPPK (32%), and 81,907 part-time PPPK (9%). Of these, 580,565 (68%) are millennials, followed by 194,765 Generation X, 73,008 Generation Z, and 1,491 Baby Boomers (0.1%). Similarly, among digital talent civil servants, of the total 59,107, the majority are millennials at 35,548 (60%), followed by Generation Z at 14,787 (25%), Generation X at 8,761 (15%), and Baby Boomers at 11 (0.1%). Most digital talent civil servants hold positions such as computer administrators, statisticians, learning technology developers, system and information technology managers, and cryptographers. While millennials dominate teaching and healthcare roles, Generation Z (born 1997-2012) holds the largest share in the National Nutrition Agency (BGN) at 64%, Nusantara Capital City Authority (OIKN) at 62%, Secretary General of the National Special Economic Zones Council at 51%, Prosecutor’s Office at 39%, and National Cyber and Crypto Agency at 39%. ‘The high proportion of young civil servants in these institutions reflects a focus on public service and institutional development, while other agencies have more specialised work characteristics,’ according to the latest ASN Statistical Book. At the regional level, Gen Z civil servants are most prevalent in Pegunungan Arfak Regency (23%), followed by Balangan Regency (21%), Penukal Abab Lematang Ilir Regency (20%), Central Papua Province (19%), and South Papua Province (18%). ‘The high percentage of Generation Z civil servants in these regions reflects the growing role of young civil servants in supporting public services and local government administration,’ quoted from the BKN-published ASN Statistical Book.
