Gen Z Dominates Subsidised Home Purchases, BP Tapera Reveals Data
Jakarta - Young people and private sector workers are the groups most actively utilising the Sejahtera Housing Loan (KPR) Liquidity Facility for Housing Financing (FLPP) programme. BP Tapera recorded that the majority of subsidised housing recipients currently come from Generation Z, followed by private sector workers and labourers.
BP Tapera Commissioner Heru Pudyo Nugroho stated that as of 23 July 2026, the realisation of FLPP distribution had reached 111,537 units. Of that number, approximately 71,250 recipients, or around 74 percent, are private sector workers and labourers. According to him, this situation indicates that the demand for first homes is still dominated by productive community groups.
"The most dominant from our realisation as of today is 111,537 units. Of that, 71,250, or approximately 73 to 74 percent, are private sector workers and labourers," Heru said during a BP Tapera press conference on Friday (24/7/2026).
In addition to profession, BP Tapera also mapped the age profile of FLPP recipients. The results show that the younger age group is actually the largest absorber of subsidised housing. This finding is considered to illustrate the increasing awareness among the younger generation to own a home early as a long-term asset.
"For the age group, it turns out the awareness to own a home as part of future investment is actually higher among Gen Z friends. The age range of 19 to 25 years totals 40,263 people. Then millennials are also quite large, followed by the older age groups," Heru explained.
The government continues to expand the coverage of FLPP beneficiaries to reach more low-income community groups. As of this year, the number of professions that can access subsidised housing financing has increased compared to the previous year.
"We want to show that the Sejahtera KPR FLPP financing programme is increasingly inclusive. No low-income community should be unaware or unable to be facilitated. In 2025 there were 27 professional segments, now there are 34 professional segments that can access FLPP and the number is still growing," he said.
In addition to expanding the target recipients, the government is also preparing several refinements to the financing scheme to make subsidised housing instalments more affordable. One of the measures currently under discussion is the implementation of a KPR tenor of up to 40 years, following the directive of President Prabowo Subianto.
"We are now working on implementing the 40-year tenor according to the President’s directive at the 2026 May Day commemoration. This scheme is being discussed with the relevant ministries so that more people can afford to buy a house through FLPP," Heru concluded.
