Gema Bangsa Proposes Implementing a Faction Threshold Scheme
The chairman of the Gema Bangsa party, Ahmad Rofiq, believes that the parliamentary threshold rule should no longer apply. Instead, he proposes a scheme or mechanism for implementing a faction threshold in the parliament.
“This formula would better guarantee the representation of the people’s voice. Thus, no votes would be lost, as happened in the 2024 election, where 18 million votes from non-parliamentary parties were not converted into seats,” said Rofiq during a consolidation event for the Jakarta and surrounding areas, on Wednesday (February 25).
Several parties in parliament have proposed a parliamentary threshold of 2 percent, maintaining the current 4 percent, or increasing it to 7 percent. The parliamentary threshold has become a topic of debate in light of the revision of the Election Law. The DPR’s Legislation Body has included the Election Law Bill in the 2026 National Legislation Program. The revision of this rule follows the Constitutional Court’s decision No. 116/PUU-XXI/2023, which requested that the lawmakers amend the parliamentary threshold provisions before the 2029 elections.
Rofiq explained that the faction threshold scheme would help maintain a balance between representation and institutional effectiveness.
“All votes would be counted. The parliament would also be effective because not all parties would automatically form factions. In fact, I challenge them, would the parties in parliament dare to implement a faction threshold, for example, by allowing the formation of a faction if they meet 10 to 15 percent of the seats?”
According to him, with this scheme, there would not be many factions in the DPR. Small parties would also still have the opportunity to be represented without being limited by forming coalition factions. This scheme is similar to what was implemented in the DPR resulting from the 1999 and 2004 elections. At the DPRD level, the faction threshold approach is still in effect.
“So, the parliamentary threshold should be abolished. Instead, use a faction threshold that is more proportional and constitutional. Voters’ voices will not be lost, and political fragmentation in parliament can be controlled,” he said.
Meanwhile, during this consolidation event, all leaders of the DPW, DPD, and DPC from all over Jakarta were present. The core leaders of the DPP Gema Bangsa were also present. The chairman of the DPW, Charles Panji Dewanto, stated that they would immediately organize the organizational structure down to the sub-district level.
“Before the National Consolidation Meeting, which is planned for August, all structures down to the sub-district level will be organized and established. This is currently in progress. Because the Jakarta DPW is the main window for the DPP, we will move massively,” said Panji.
Panji said that the majority of Generation Z hold positions in the DPW and DPC structures of Gema Bangsa in Jakarta. These young people are not just for show, but are fully involved in running the organization. (M-3)

The implementation of a faction threshold is a fairer and more ideal option because it does not eliminate the seats of political parties and does not waste the votes of the people.
